Description
The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX intends to make a single award for the provision of Parenting Instructor Services NAICS (North American Industrial Classification System) Code 611710 (Size Standard: $6 million) at the Federal Correctional Complex (FCC) Lompoc, California. The FCC includes the Federal Correctional Institution (FCI), the Federal Prison Camp (FPC), the United States Penitentiary (USP), and the Intensive Confinement Center (ICC). The contractor shall be responsible for, but not limited to providing a program which supports the development and maintenance of positive relationships between inmates, their spouses or custodial parents and their children. Provide opportunities for inmate parents, visiting spouses or custodial parents and children to interact in ways designated to strengthen family relationships. Provide structured Parenting Education Courses to inmates and parents and, when feasible, to visiting spouses of custodial parents. Parenting Education Course curriculum shall address Parenting Skills (building family relationships, sensitivity to the impact of a parent?s incarceration on children and family members, how to assist in childhood development and related activities); Skills for Family Support (analyzing and meeting the needs of families including job search and retention skills, family budget?s , stress management, problem solving, and setting priorities); and Family Literacy Education (raising the literacy level of the inmate and corresponding family members). Maintain records on Parenting Programs which show expenditures during the course of the contract year; number of inmate parents, non-duplicated, enrollments and completions in structured Parenting Education Classes, the number of hours per week and the number of weeks per year, per enrolled and total for the contract year; the number of children, non-duplicated, involved in the program and the number of hours involvement of each child per year and the total for the contract year; the number of non-duplicated, visiting spouses or custodial parents, in visiting room parents parenting activities, per week, the number of hours per week of their activities and the total for the contract year; a copy of all curriculums used in Parenting Education and related courses and a full description of the scope of the program, including the number of volunteers and their affiliation (if any), services provided and related information. The contractor will be expected to undertake outreach efforts with community-based social service agencies to identify and to facilitate the provisions of needed services to the inmate parent, visiting spouse or custodial parent and children. These services should include, for example, assistance in such areas as, Veteran?s Benefits, Welfare Support, Child Care Services, Health Promotion and Disease Prevention services, prenatal and postnatal care, etc. In addition, the contractor shall identify and facilitate the use of community-based volunteers and the free services of such organizations as Boy & Girl Scouts, Children?s Television Workshop (CTW), Literacy Volunteers of America (LVA) and such other organizations which make available volunteer and free services. The contractor shall provide one full-time on site position to fulfill the requirements of the contract. This position will act as the coordinator-recruiter-aide and shall be responsible for the implementation and maintenance of the total parenting program. The contractor must have a Masters Degree in Psychology, have a valid and current license as a Marriage Family Child Counselor and have a minimum of three (3) years experience as a Parenting Instructor. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The contract periods will consist of a 12-month base period and four 12-month option periods for renewal. The Government anticipates the following schedule (Schedule is subject to change with the needs of the Government): Parenting Education Class Schedule: (USP) Tuesday (8:00 a.m. to 10:00 a.m.) and Thursday (8:00 p.m. to 10:00 p.m.); (FPC) Tuesday (1:00 p.m. to 3:00 p.m.) and Thursday (1:00 p.m. to 3:00 p.m.); (FCI) Wednesday (7:30 a.m. to 10:30 a.m.) and (12:30 p.m. to 3:30 p.m.); (ICC) Tuesday (5:30 p.m. to 8:30 p.m.). Supervised Visiting Room Activities: (USP) Four hours twice per year (Eight hours total); (FPC) Four hours twice per year (Eight hours total); (FCI) Four hours Four times per year (16 hours total). It is estimated that the work schedule will consist of seventeen (17) hours of Parenting Education Classes per week for a period of fifty (50) weeks. In addition, it is estimated that thirty-two (32) hours of supervised visiting room activities will be required. Each session is equivalent to one (1) hour. The sessions are on a requirements basis, therefore, schedule and sessions can change. No individual may work more than 30 hours per week. The solicitation will be available on/about December 12, 2004, and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through this website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations is on/about January 12, 2005. Faith-Based and Community-Based Organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. This solicitation is a total small business set-aside. All responsible small business concerns are encouraged to submit a quotation which may be considered. See Note 1.
