- The VA Puget Sound Healthcare System intends to issue a sole source contract to EBSCO Publishing for On-Line Library Databases for five locations located with in the VISN 20 catchment area. This is a sole source procurement under SAP, 38 U.S.C 8153 and Other than Full and Open Competition (FAR 6.302-1). This notice is not a request for competitive quotes, however, any firm that believes it can meet the following requirement may give written notification to the Contracting Officer, Robin Tice, VAPSHCS, 9600 Veterans Drive, Bldg 143, Tacoma, WA 98493 with in seven (7) days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with this requirement. Responses received will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Health Business FullText Elite Collection (unlimited users) 4. Cinahl Database and Pre-Cinahl database (2 to 4 simultaneous users) 5. Psychology and Behavioral Sciences database (unlimited users) 6. Nursing and Allied Health database (unlimited users) 7. Biomedical Reference Collection (unlimited users) 8. International Pharmaceutical abstracts database (5 simultaneous) 9.
