- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation is issued for Request for Quotations (RFQ) # F77CES43150300. This solicitation document & incorporated provisions & clauses are those in effect through Federal Acquisition Circular 97-13. This procurement is a 100% small business set-aside. The NAICS Code is 332311 with a size standard of 500 employees. This synopsis/solicitation is for the purchase of a Metal Building. The building specifications are as follows: Building shall be a 60?x100?x10? with a 40?x60?x10? Teed into the 60x100. Roof slope shall be 3/12 Building shall include 2 - 3?0? x 7? personnel doors and 1 ? 6?0? x 7? double personnel door. Building shall include insulation as specified. Building shall be designed for 100 mph wind load and 10 pounds per square foot dead load. Building shall be beige or light brown. Standard materials furnished for the metal building system shall include primary and secondary structural framing members, bracing, metal panels for roofing and siding, flashings, fasteners, sealants, accessories, and other miscellaneous component parts required for a complete building (with the exception of anchor bolts and other embedded items, which are excluded). Insulation and other specific items beyond the scope of standard material shall also be furnished as called for by this specification. Building provider shall provide erection information and drawings to assemble all parts, components and accessories furnished. Drawings shall include anchor bolt setting plans, roof framing plan, wall framing elevations, cross sections, etc. Anchor bolt setting plan will include column reactions for use in designing foundations for the building. However, building provider shall not be responsible for the design of or the adequacy of the foundation. The building provider will furnish design calculations or a letter of design certification for the structural framing and covering panels of the metal building system. Letter of certification will be signed and sealed by a registered professional engineer. The building width and length shall be measured from inside to inside of wall covering. The building eave height shall be measured from bottom of primary frame base plate to top of the eave strut. The top of the eave strut is the point of intersection between the inside surfaces of the wall and roof covering. All structural steel sections and welded plate members shall be designed in accordance with the applicable sections, relating to design requirements and allowable stresses, of the latest edition of the American Institute of Steel Construction ?Specifications for the Design, Fabrications and Erection of the Structural Steel for Buildings.? All light-gage, cold formed, structural members and covering shall be designed in accordance with the applicable sections, relating to design requirements and allowable stresses, of the latest edition of the American Iron and Steel Institute ?Specifications for the Design of Cold Formed Steel Structural Members.? Application of design loads shall be in accordance with the Design Practices sections of the Metal Building Manufacturers Association 1986 ?Low Rise Building System Manual.? All framing members shall be shop-fabricated for bolted field assembly. All field connections shall be bolted. All framing members shall be cleaned to remove loose rust and mill scale and given one shop coat of red oxide, air drying, alkyd primer. The primer coat thickness shall be a minimum of one mil. Standard covering for roofs or walls shall be a ribbed panel. These panels shall be 26 gage, Galvalume steel with a color coating. Galvalume is a specialty steel sheet product with a patented coating of corrosion-resistant, aluminum-zinc alloy applied by a continuous not dipping process. Typical coating weight is 0.5 oz. per square foot of coated sheet. Color coated panels shall have the exterior side finished with a polyester coating system applied over the Galvalume. Surfaces shall be cleaned, pretreated, primed and coated then oven baked to cure. Total coating system shall have a one mil dry film thickness. Flashing and/or trim shall be furnished at eaves, rake, corners, base, framed openings, and wherever necessary to seal against the weather and provide finished appearance. Personnel doors shall be full flush hollow metal doors, 1 ? inches thick with 20 gage skins over a kraft honey-comb core or a urethane foam core. Door frames shall be reversible, 6 ? inches deep with a 2-inch wide face, 16 gage steel. Insulation shall be blanket type, fiberglass with vapor barrier facing, suitable for application to walls and roof of metal buildings. Insulation shall have an ?R? value of 13 or greater. This award will be made on the basis of lowest cost, technically acceptable. Include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with this offer.
