Description
The Arizona National Guard will issue a Request for Proposal for a Best Value Construction Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for maintenance, repair, and construction, to include design-build se rvices in support of projects for the Arizona National Guard statewide, including but not limited to, work in Tucson, Phoenix, Bellemont and Ft. Huachuca, Arizona. The North American Industry Classification System (NAICS) codes include: 236, Construction of Buildings and 237, Heavy and Civil Engineering Construction. The Small Business size standard is $28.5 million averaged over a 3 year period. The basic contract will be for one (2) year period, with three (3) one-year options, for a maximum total of fiv e years. The Government intends to award a minimum of seven (7) MATOC contracts, including a minimum of two (2) 8(a) and/or HUBZone MATOC contracts, and at least 2 MATOC contracts to Emerging Small Businesses, providing sufficient qualified General Contrac tors present offers. All other awards will be UNRESTRICTED and will be made in accordance with the Small Business Competitiveness Demonstration Program. However, small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, and s mall disadvantaged businesses are encouraged to participate. The HUBZone preference IAW FAR 19.1307 applies. Source selection procedures in accordance with FAR Part 15.3 and DFARS Part 215.3 shall be utilized for the basic contract. Evaluation criteria, in descending order of importance, are as follows: Past Performance and Technical Considerations are equal and when combined are significantly more important than price. Prospective offerors must submit a proposal for the prototypical project to be conside red for award. The prototypical project will only be used to evaluate the price evaluation factor and portions of the technical proposal, and will not be issued as a Delivery Order after award of MATOC. Individual Task Orders shall not be less than $2,000 or more than $3,000,000. The total combined amount of all task orders awarded to each contractor shall not exceed $15,000,000. In accordance with FAR 16.505(b), the successful offerors will compete for all task order awards unless an exception applies. Tas k orders will be issued to contractors based on a combination of price and other factors (best value judgments) in accordance with FAR 16.505(b). The Government intends to award contracts without conducting discussions, therefore, the Offeror's initial pro posal shall contain its best terms from a cost or price and technical standpoint. The Government intends to issue this solicitation and any amendments and the plans and specs for the prototypical project through the use of the Internet only. No additional media will be provided unless the Government determines that it is necessary. Contractors may view and/or download the solicitation and any amendments from the Internet at the following National Guard Contracting Electronic Bid Solicitation website: http:/ /www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. It is the contractor's responsibility to check the website daily for any posted changes to this solicitation. Questions must be submitted no less than 7 calendar days prior to the closing date of the Solicitation. Offerors, after registering for this solicitation, should verify their name appears on the Pros pective Bidders List for this project. Contractors must be registered with the Central Contractor Registration (CCR), in order to receive a Government contract award. To register, access the CCR Internet address at: http://www.ccr.gov. It is anticipated t hat the solicitation will be issued on or about 1/3/05, and that the pre-proposal conference will be held on 1/11/05 at the 162nd FW, Arizona Air National Guard , Civil Engineer Office, 1350 E. Perimeter Way, Tucson, Az. 85706 For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) , http://www.ccr.gov/ and the Federa l Technical Data Solution (FedTeDS) (https://www.fedteds.gov) in order to view or download the plans or drawings from the web site.
