Description
A MARKET SURVEY is being conducted to determine if there are adequate HubZone contractors for this proposed contract for HubZone Business Competitive Set-Aside Award. The proposed contract will be for design / build of the steam line replacement and steam tunnel repairs in Area B at WPAFB which consists of designing all work, removing and replacing approximately 4500 linear feet of aging steam lines and repairing the associated tunnels. The existing system supplies steam at multiple pressures. The n ew system will be a single pressure (125 psig) full size dual main steam system. Work will be accomplished in a confined space below a highly congested area of the base. The contractor will be required to determine and implement the best method to supply year round steam through project phasing. Structural work includes sectional replacement of the ceiling and walls as defined and the complete replacement of the piping supports. Electrical work includes new lighting and electrical receptacles. This project is planned for advertisement May 2005 with approximate award schedule of July 2005. Contract duration is estimated at 547 days. NAICS is 238220 for the lines and 237990 for the tunnel repair. The estimated cost range is between $5,000,000.00 a nd $10,000,000.00. 20% of the work is to be self-performed. All interested HubZone businesses should notify this office in writing by mail or fax by Jan 10, 2005, 3:00 pm, local time. Responses should include: (1) Identification and verification of compan y as a HubZone business, (2) Past Experience- Describe completed projects that are similar in size, scope to the proposed project, the percentage of self-performed work and how that was accomplished, (3) Capability of obtaining performance and payment bond s for a project in the dollar amount listed above, and (4) a statement verifying the contractor will perform 20% of the work and how it will be accomplished. NOTE: If qualified HubZone business firms do not respond, this planned contract action will be con verted to full and open competition.
