Description
The vendor shall provide national/international cellular service for 300-500 cellular telephones, 100-200 wireless e-mail devices and less than 50 cellular data PC Cards to be used by over thirty Corps of Engineers (COE) offices located at various si tes in Alabama, Georgia, Florida, Mississippi, and Tennessee. International service may be required for Central and South American countries such as Columbia, Ecuador, El Salvador, Guatemala, and Honduras. For telephones requiring international usage, eq uipment must be capable of international and continental United States service on a single unit of equipment. An estimated 25 units will require this capability. The vendor shall provide CallerID, Voice Mail, Voice Mail Alerts, Three-Way Calling, and Cal l Forwarding. E-mail/paging, wireless data, test messaging, camera capability, high volume voice mail, and one number access may also be required on some phones. The COE may utilize Analog, Digital, or GSM Service as best benefits the Government. All cu rrent telephone numbers currently in use by COE personnel will be ported to the awarded vendor as required by FCC ruling dated 24 November 2003. These packages provide nationwide calling with no additional long distance or roaming charges. These should b e provided in incremental packages such as 200 minutes, 400 minutes, or 1000 minutes. Contract Type will be Firm Fixed Price with a Base Year and 4 One Y ear Options. NAICS is 517212 with a size standard of 1500 employees. The acquisition is Unrestricte d and a Best Value procurement. The solicitation will not be provided in a printed paper format, however, the Government reserves the right to revert to paper medium when it is determined to be I the Governments best interest. Therefore, Offerors are re quired to self-register their firm or office on the Internet and download the solicitation/specifications at the following Internet site: http://www.sam.usace.army.mil/ct. NO TELEPHONE, FAXED OR MAILED request will be accepted. Those registering are res ponsible for the accuracy of the information on the mailing list. Registration must include the firms physical address, telephone, a valid fax number and a point of contact. All notifications of changes to this solicitation shall be made through the Int ernet. Therefore, Offerors who have registered are required to review the Internet daily for any posted changes to the solicitation. The Request for Proposal will be available for download on or about 21 December 2004 with a closing date of on or about 1 9 January 2005. All responsible sources may submit an offer that will be considered.
