- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FERC05C50130 is issued as a request for proposal and all provisions/clauses are those in effect through FAC 01-25 update. This solicitation is unrestricted under NAICS number 541330, Engineering Services, and the size standard is $4,000,000. Statement of Work I. OBJECTIVE. The Commission?s Office of Energy Projects? Division of Dam Safety and Inspections (D2SI) ensures that licensed and exempted projects are constructed, operated, and maintained to protect life, health, and property. In overseeing these projects, staff conducts periodic inspections of operating projects. D2SI is located in Washington D.C. and five regional offices. The regional locations are Atlanta, New York, Chicago, Portland (Oregon), and San Francisco. Specific hydropower projects with low hazard potential dams will be identified for the performance of operation inspections under a pilot program to be conducted during the FY 2005 inspection season, which runs from October 1, 2004 through September 30, 2005. The approximately 10-15 projects will be located across the U.S. The list of projects can be found at http://www.ferc.gov/about/offices/oed/oed-proc.asp under Hydropower Operation Inspections Pilot Program (FERC No. FERC05C50130). This list consists of 20 candidate projects, from which the actual projects to be inspected by contract in FY 2005 will be selected. The final selection of projects will be made following the award of this contract. II. SCOPE OF WORK. Task work includes: ▪ scheduling the operation inspection (by letter); ▪ project file review, in the applicable FERC regional office, to prepare for each inspection; ▪ travel to and from the dam site; ▪ conducting the inspection and on-site exit conference; ▪ draft follow-up letter preparation; ▪ draft operation inspection report preparation; ▪ meeting with regional office manager(s) in the regional office to present to discuss findings; ▪ modifying the follow-up letter and inspection report as required, and submitting final versions and all files and records relating to the task; ▪ conducting necessary follow-up activities (such as dam break analyses stability analyses, or flood evaluations), as requested. This type of follow-up will not typically be required, but could result; and, ▪ participating in any other follow-up work required, such as additional site visits, or meetings. All task work must be performed in accordance with the detailed direction provided in Chapter III ? Inspections and Reports for Projects in Operation - of D2SI?s Operating Manual and can be found at http://www.ferc.fed.us/industries/hydropower/safety.asp. D2SI?s Engineering Guidelines and Public Safety Guidelines are also available at this website, as reference material. All deliverables must conform to the formats identified therein. The scheduling of individual inspections (and the two required regional office visits) will be subject to the approval of the corresponding regional office. All inspections must be conducted prior to August 31, 2005, and all deliverables submitted by September 30, 2005. III. DELIVERABLES. Based upon each inspection, the contractor shall submit a comprehensive draft inspection report, draft follow-up letter, final inspection report, and final follow-up letter to the FERC regional office. The draft documents shall be presented by the contractor at the post-inspection meeting at the appropriate FERC Regional Office. A subsequent meeting at the Regional Office may also be required. All identified topics shall be discussed in the report, which shall be considered confidential. The contractor shall also complete and provide to the FERC staff an electronic copy of the documents in Microsoft Word 2002 format. Upon contract award, an orientation will be held to provide more detailed task guidance and to identify specific task coordination points and contact personnel. IV. SCHEDULE. The contractor shall submit a proposed schedule of inspections within 30 days of the award of the contract. Draft deliverables will be due at each post-inspection meeting to be held at the FERC Regional Office with the Regional Office manager(s). The post-inspection meeting shall be held no later than 7 days following the inspection. Final deliverables will be due no later than 21 days following the inspection. FERC may request that the inspector present the final deliverables at another meeting in the FERC Regional Office. All inspections must be completed by August 31, 2005, and all deliverables submitted by September 30, 2005. V. PERIOD OF PERFORMANCE. The performance period will run from the contract award date (estimated to be February 11, 2005) to September 30, 2005. VI. PRICE PROPOSAL. Addendum to FAR 52.212-1 SUBPARAGRAPH (b) (6): The price proposal shall be completely separate from the technical proposal. To verify and understand the reasonableness of the firm fixed price proposal, offerors must break out pricing by month and provide: (1) labor categories, (2) corresponding firm-fixed-price, fully loaded labor rates, (3) proposed number of hours estimated for each labor category, and (4) Other Direct Costs as applicable (subcontractor and travel). Supporting details shall also be provided as appropriate (e.g., travel destinations, number of trips, computer time and discounts offered. Addendum to FAR 52.212-1 SUBPARAGRAPH (c): The offeror agrees to hold the prices in its offer firm for 90 calendar days. All offerors and subcontractors proposed under this solicitation will complete and submit with the price proposals, the Organizational Conflicts of Interest (OCI) representation and the OCI questionnaire or the OCI disclosure and the OCI Questionnaire. In addition, each inspecting engineer proposed by the offeror shall also complete and submit the Individual Conflict of Interest Statement. Also include with the price proposal a completed copy of Provision at FAR 52.212.3, Offeror Representations and Certifications ? Commercial Items (MAY 2004). SELECTION CRITERIA . Provision 52.212-2, Evaluation-Commercial Items (Jan 1999), applies. Addendum to FAR 52.212-2 SUBPARAGRAPH, (a) Technical Proposal. Selection will be based upon the following criteria: A. Demonstrated Experience in the Inspection of Operating Hydropower Projects ( 50 points). The proposal must describe prior experience and knowledge in conducting hydropower project/dam safety operation inspections, in performing dam safety analyses related thereto, and in documenting the inspection, follow-up items, and analyses in reports and correspondence. The complexity of work accomplished will be evaluated in relationship to the statement of work. The variety or breadth of experience and its direct relationship to the statement of work will be evaluated. Offerors should submit: (1) two prior inspection reports (and related documentation, if any) of inspections conducted by each proposed inspecting engineer; (2) copies of contract documents describing contract requirements/technical direction, limitations, cost factors, schedules, etc. regarding the performance of the inspections; and (3) a written statement explaining Offeror?s performance in meeting all contract requirements, including schedule and price. B. Past Performance ( 30 points). The offeror must select three references to submit a Contractor Past-Performance Evaluation. A copy of the Contractor Past Performance Evaluation form to be completed by the Offeror?s references can be found at http://www.ferc.gov/about/offices/oed/oed-proc.asp under Hydropower Operation Inspections Pilot Program (FERC No. FERC05C50130). The Offeror will be responsible and ensure that the completed references are submitted with the technical proposal. Offerors should also notify the references that FERC may be contacting them regarding the past performance information. C. Personnel Qualifications (20 points). The total number of inspecting engineers to perform under this proposal shall be no more than five. The proposal must explain how each inspecting engineer proposed by the offeror meets the following requirements. i. Must be a U.S. citizen. ii. Must be a Civil Engineer with at least 10 years experience in the inspection and assessment of dams. This position requires an ability and knowledge of the methods, techniques, criteria, and precedents pertaining to the design, construction and operation of hydropower projects, dams and appurtenant structures and other related functions of the Commission?s dam safety program. The position also requires an ability and knowledge of the fields of civil engineering related to the safe design, construction and operation of hydraulic structures, including but not limited to hydrology and hydraulics, structural engineering, geotechnical engineering, seismicity and earthquake engineering, and engineering geology. The incumbent must also have ability and knowledge of the environmental, recreational and public safety aspects of hydroelectric projects. iii. Must be capable of performing arduous physical activity such as working above ground at high altitudes, hiking in mountainous terrain, and descending into dam galleries and tunnels. A valid driver's license is required to travel to inspections sites. Addendum to FAR 52.212-2 SUBGRAPH (a): Technical and past performance, when combined are more important than price. However, the award shall be made to the offeror whose proposal is determined to best meet the needs of the Government after consideration of all factors, i.e., provides the ?best value?. ?Best value? for the purposes of the contract is defined as the procurement process that results in the most advantageous acquisition decision for the Government and is performed through an integrated assessment and trade-off analysis between technical and price factors. Offerors shall submit six copies of their price and technical proposal, signed by an official authorized to bind the offeror, to FERC, ATTN: C. While this is not a prerequisite requirement, offerors should indicate whether proposed personnel have undergone such investigation, or if they currently hold other security clearances.
