- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS. This announcement is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this proposed action is EA133F-05-RQ-1111, and is issued as a Request for Quotation. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 25. The applicable NAICS is 514199. As required by the Magnuson-Stevens Fishery Management and Conservation Act (MSA), the National Marine Fisheries Service has published regulations to ensure the productivity of groundfish and scallop stocks in the North Atlantic. Amendment 13 to the Multispecies Fishery Management Plan is aimed at the groundfish stocks in the region, including cod, haddock, pollock silver hake and eleven other species. Amendment 13 entered into effect on May 1, 2004. Amendment 10 to the Atlantic Sea Scallop Fishery Management Plan is aimed at the scallop stocks. Amendment 10 entered fully into effect on July 23, 2004. Both Amendments are subject of lawsuits for which Administrative Records have been compiled. The NMFS Northeast Regional Office (NERO) has been court-ordered to provide copies of these Administrative Records and is seeking offers. The following line items and quantities are required: 0001 Original CD Set 1 EA 0002 Copy CD Sets 9 EA NOTE: A MAXIMUM OF 12,500 LETTER SIZE (8.5 x 11 inches) PAGES IS ANTICIPATED FOR TRANSFER TO ELECTRONIC ARCHIVES. The contractor shall provide the materials and services necessary to create an electronic archive of the Administrative Record of Framework Adjustments 16/39. The Government has a court-ordered deadline of January 20, 2005 to provide the administrative records of Framework Adjustments 16/39. The CDs shall contain a visual image of every page of the Record, stored as .pdf files, and must contain searchable text behind each page. The .pdf file of each document in each administrative record shall be retrievable from an electronic copy of the index. The index shall be searchable for key works. The text files for each document shall also be searchable by key word. The contractor shall scan each document provided by the NERO; create a .pdf file for each document; convert each scanned, typed document into a text file; provide the software program that allows the user to search these records in a manner specified herein; and shall provide the required original and copy sets for the CDs for each administrative record. The contractor shall not be responsible for creating text files of handwritten records. Because the Government must maintain a level of control over these records, the successful contractor shall be located within a 100 mile radius of the National Marine Fishereis Service, One Blackburn Drive, Gloucester, MA 01930. The Government will deliver the records to the contractor's facility no later than January 4, 2005. The Government will also provide an electronic file containing the Framework Adjustments 16/39 index to the Administrative Record by the same date. The contractor shall provide an original plus ten copies of each CD of the Framework Adjustments by January 18, 2005. Upon notification of completion from the contractor, the Government will pick up the records from the contractor's facility. ALL OFFERORS SHALL BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION DATABASE PRIOR TO CONTRACT AWARD. Registration may be completed by visiting www.ccr.gov.
