Description
The Department of Health and Human Services (DHHS), Office of Public Health and Emergency Preparedness (OASPHEP) through the Program Support Center (PSC), intends to award, under the authority of FAR 6.302-1 and 6.302-2, a sole source contract to the American Burn Association (ABA), 625 N. Michigan Ave., Ste 1530, Chicago, Illinois 60611 to provide Advanced Burn Life Support (ABLS) and Clinical Training. The DHHS has undertaken a mission to comply with the requirements of the Office of Homeland Security Presidential Directive-10 (OHSPD-10) and the Federal Response Plan (FRP) to provide for and coordinate healthcare responses during an emergency and to better prepare and respond to emergency situations caused by terrorism, natural disasters, or catastrophic accidents. As part of this endeavor, HHS has investigated the need for trained burn nurses to provide surge capability and capacity for the nation during such times. The goal of this project is to train approximately 200 nurses (nationwide) in Advanced Burn Life Support (ABLS). Under this contract, the ABA will provide ABLS and Clinical Training which includes one day of ABLS training, one day of specific burn protocol training, and one week of on-site burn training for 50 (initial) participants. An additional 150 participants may be trained in the future. Additionally, ABA will provide course materials and testing, and arrange for on-site burn training for each nurse at an approved ABA Burn Center near the participants duty station. The ABA is the only known, nationally recognized source for Advanced Burn Life Support and Clinical Training of this type. The ABA, has over the years developed national guidelines to optimize burn care and created the program to provide an operational assessment of individual burn centers, and to verify that they comply with the national standards. In addition, the ABA established a National Burn Repository and burn registry software known as National TRACS Burnware. The purpose of this synopsis is to determine whether there may be other sources with the requisite qualifications to perform the work described above. Any organization capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as described above by December 22, 2004. A determination by the Government not to compete this proposed acquisition based upon responses to this Notice is solely within the discretion of the Government.
