Description

The Department of Homeland Security, Immigration and Customs Enforcement (ICE), intends to award a sole source change order under General Services Administration (GSA) Schedule No. 35F-0444K to Savantage Financial Services, Inc. in the estimated amount of $10 million to ensure continuity of Federal Financial Management Services (FFMS) services provided at ICE. The current Schedule GS-35F-0444K task order was initially awarded on a sole source basis to Savantage Financial Services in January 31, 2002 to provide Systems Development Life Cycle (SDLC) support for legacy-Immigration and Naturalization Service (INS). It was awarded as a Time and Materials (T&M) task order for a base period of 12 months plus four one-year options. The Schedule order was awarded to obtain all technical and management support services required to design, develop, install, operate and maintain the FFMS system at legacy INS service-wide. On March 1, 2003, the enforcement mission of legacy-INS transitioned to the Department of Homeland Security (DHS) under U.S. Immigration and Customs Enforcement (ICE). FFMS was chosen as the financial software to support ICE and other DHS components including US Citizenship and Immigration Services (USCIS), DHS Departmental Operations (OPS), Border and Transportation Security (BTS), Science and Technology (S&T), and Information Analysis and Infrastructure Protection (IAIP). The anticipated change order is necessary due to ICE’s transition to DHS and its requirement to support five other DHS organizational elements. Savantage software is proprietary and already installed and implemented nationwide and supporting over 25,000 employees. Interfaces to FFMS include an automated Procurement System (PRISM), NFC Payroll, Gelco Travel Manager, and the Debt Collection System. Only Savantage Financial Services, Inc., as the developer and sole producer of the FFMS software, has knowledge of the design needed to ensure continued operation of this highly specialized and customized financial software system. Savantage is the only vendor in the market which possesses the in-depth knowledge of the legacy INS/DHS’s financial and accounting system and legacy financial system relationships required to ensure continued success of the FFMS in a cost effective and timely manner. In November 2004, DHS awarded Bearing Point a contract to implement Oracle Financials during FY05/FY06, for its Bureaus, as part of its eMerge2 (Electronically Managing Enterprise Resources for Government Effectiveness and Efficiency) initiative. All DHS Bureaus must transition from their existing financial software to the awarded software under eMerge2 during FY05/FY06. ICE is scheduled to transition during late FY05 and its servicing components during mid FY05. The subject change order will serve as a bridge to ensure continuity of services until ICE commences full performance with EMERGE2 solution.
