Description

The U.S. Department of Commerce, National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the University of Colorado for the continued research to investigate the transmission of RF signals into buildings. This work is part of a larger effort to improve first responder communications and detection capabilities in emergency situations. The group from the University of Colorado has been working on this research for a year and will finish the final phase of this project by developing the data analysis software by June 30, 2005. This simplified acquisition (NTE $100K) is being conducted under the authority of FAR Part 13. This synopsis is issued for information only. No competitive solicitation is planned.
