Description
NASA/LaRC has a requirement for GASP v4.2 Annual Binary License for existing 4 seats. NASA/LaRC intends to renew the license from AeroSoft Inc., who is the the only known responsible source. GASP software was written, and is updated, supported and licensed by AeroSoft, Inc. GASP software supports a computational fluid dynamics (CFD) effort for the LaRC Breach validation test portion of the Shuttle return-to-flight (RTF) activity. The annual license renewal is required to continue receiving regular updates as new versions of the software are released; access to technical support; prompt notification of buys, and new documentation is published. It would take substantial duplication of time and money for another company to offer a similar product that would meet this requirement, and these costs are not expected to be recovered through competition. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 30, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
