Description
NASA/MSFC has a requirement for the purchase and rental of high- speed Video Camera units to go with the existing MSFC high-speed video capture system. NASA/MSFC intends to purchase three (3) Vision Research V7.1 high-speed video camera units and rent seven (7) high-speed video camera units from Vision Research, Wayne, New Jersey, only, pursuant to FAR 6.302, which implements the authority for 10 U.S.C. 2304(c)(1) for acquisition of services or supplies from only one source and no other services will satisify agency requirements. Competition is impractical for the following reasions: Compatibility of the required cameras with the existing V7 camera system used at Marshall Space Flight Center is paramount. Vision Research is the only manufacturer of the V7.1 High-Speed Video Capture System. The required cameras will be used in tandem with the existing units. All cameras used for the test must have identical capabilities and data formats. All cameras must be capable of interconnecting with each other to use a common synchronization signal provided by a master camera, hence, all units must be from a common manufacturer. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 10:30 a.m. local time on December 20, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
