Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI5018 and the solicitation is being issued as a notice of intent. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-25. The National Institute of Allergy and Infectious Diseases intents to negotiate on a sole source basis using simplified acquisition procedures with Roche Diagnostics of Indianapolis, IN for approximately twenty-four (24) each of Hepatitis C Virus Monitors 2.0 Assay Kits. This is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 325413 and the small-business size is 500. This is an indefinite contract: the kits are to be delivered to Rockville, MD 20852 during the anticipated period of performance January 10, 2005 through January 09, 2006. This is a fixed-priced contract and the FOB terms are “Destination”. These kits will be used to perform immunological tests to detect, analyze and quantify markers of hepatitis and human immunodeficiency virus on a wide variety of specimens. These same kits have been used in order to maintain data integrity. Changing variables would prevent the correct interpretation of the experiment and thus cause harm to the existing experiment and mission of the Institute (Project No. Z01-AI000823-06, Z01 AI000570-14 and Z01 AI000311-22. The FAR provisions and clauses that apply to this acquisition: FAR 52.212-1 Instructions to Offerors - Commercial Items; FAR 52.212-3 Offeror Representations and Certifications - Commercial Items; FAR 52.212-4 Contractor Terms and Conditions - Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items – Commercial Items. FAR 52.225-3, Buy American Act also applies. Offerors must include with their offer a completed copy of provisions at FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance and through final payment of any contract basis agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. Registration is available via the Internet, www.ccr.gov ; FAR 52.204-7 Central Contractor Registration. The Government intends to make a best overall value buy to the responsible offeror whose offer is most advantageous to the Government. Offers must be submitted no later than 5:00 P.M. Eastern Standard Time (EST), December 31, 2004 to Ms. Roshawn Simpson. Copies of the aforementioned clauses are available upon request by telephone to Ms. Roshawn Simpson at (301) 594-3419.
