Description

Naval Air Systems Command intends to award a sole source contract to The Boeing Company for design and production of forty (40) Reconfigurable Transportable Consolidated Automated Support System High Power (RTCASS HP) modules. The contract will contain a base year for design work and four (4) options for production. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." The RTCASS HP module is an extremely complex system that must be integrated with RTCASS. The RTCASS Technical Data Package will not be complete until November 2005. RTCASS HP must achieve Initial Operational Capability (IOC) by March, 2008. In order to meet this schedule, design of RTCASS HP must begin prior to delivery of the TDP. As the sole designer of RTCASS, Boeing is the only firm with the technical knowledge to perform the necessary design without a TDP.
