Description
1. CONTRACT INFORMATION: A&E services to be performed under this contract will provide design, planning, management and technical support for the U.S. Army Garrison Fort Belvoir, Virginia. Work will provide support for compliance with environmental laws, regulations and requirements to which Fort Belvoir is subject, and will provide support in Fort Belvoirs stewardship of natural and cultural resources. One(1) firm-fixed price Indefinite Delivery-Type contract will be negotiated and awarded from t his Solicitation. Contract will be for a base period of one year and two one-year option periods. On occasion a delivery order may require that the Contractor provide full-time on-site personnel for the duration of the delivery order. The annual ceiling for the base year and the option years is $1,000,000 per 12-month period, total $3,000,000 for the base plus two option years. THIS ANNOUNCEMENT IS OPEN TO ALL BUSINESSES REGARDLESS OF SIZE. If a Large Business is selected for this contract, it must com ply with FAR 52.219-9 regarding the Subcontracting Plan. The Plan is not required with this submittal. A minimum of 45% of the total planned subcontracting dollars shall be placed with small business concerns. At least 20% of total planned subcontractin g dollars shall be placed with small disadvantaged businesses, 10% with women-owned small businesses, 3% to hub-zone small business firms, 3% with veteran-owned small businesses, and 3% small disadvantaged veteran-owned. 2. PROJECT INFORMATION: Natural and cultural resources support services to be performed under this contract will include, but not be limited to: engineering and design services to the watershed management program, including design services for storm wate r management structures and facilities; development of basin-wide storm water management strategies, and permit applications; development of erosion and sediment control plans and permit applications; inspection of construction projects; review of engineer ing plans and designs; and design of low impact development demonstration project; engineering and design services in support of facilities siting, design construction and operations and maintenance; infrastructure construction repair and improvement proje cts, including design of utility and roadway crossing of installation waterways; stabilization of in-stream structures; development of wetland and subaqueous bed permit applictions; construction inspections and preparation of as-built drawings; landscape d esign services for streetscapes, and housing and administrative areas; planning and design services in support of timber maintenance and harvest activities; engineering and design services in support of planning, siting, construction and maintenance of ins tallation refuge facilities, parking facilities access controls and information displays; topographic surveys; engineering and design services in support of maintenance and repair of historic structures; preparation of natural resources, and cultural resou rces management plans; planning services including siting studies; master planning, preparation of NEPA documents; natural resources studies and field surveys; planning and design of habitat management/enhancement projects; planning and design services to integrated pest management and grounds maintenance programs; cultural resources field surveys and inventories; development of environmental education materials and programs; development of environmental permit applications; development of impact mitigation strategies and plans; and GIS services. The above-described work may require some or all of the following disciplines: civil, environmental, structural, mechanical, and electric engineering; architecture; landscape architecture; hydrology; geology; so il science; agronomy; entomology; fish and wildlife biology; botany; forestry; ecology; chemistry; topographic survey; CADD; GIS; historic preservation; archeology; environmental education; outd oor recreation; master planning; graphic art; and, photo interpretation. 3. SELECTION CRITERIA: Firms must demonstrate the following: (1) recent demonstrated in-depth knowledge and experience with natural and cultural resources statutes, regulations, policies and initiatives at the federal, Virginia and regional levels includ ing, but not limited to, Sikes Act; Endangered Species Act; Clean Water Act; Fish and Wildlife Coordination Act; Federal Insecticide, Fungicide and Rodenticide Act; National Historic Preservation Act; Native American Graves Protection and Repatriation Act, Archeological Resources Protection Act, National Environmental Policy Act; Virginia Subaqueous Bed Guidelines; Virginia Sediment and Erosion Control Guidelines; Virginia Nontidal Wetland Act, Chesapeake Bay Program; (2) recent demonstrated relevant experi ence in natural resources permitting and regulatory agency coordination in Virginia; (3) recent demonstrated relevant experience in Section 106 consultations with the Virginia State Historic Preservation Officer (SHPO) and Advisory Council on Historic Pres ervation (ACHP): (4) recent demonstrated relevant experience in providing engineering services and support to facilities siting, construction, maintenance and operation, to include design of buildings and stormwater management facilities, landscape design , pest management, grounds maintenance; sediment and erosion control, (5) recent demonstrated relevant experience in natural resources and cultural resources projects, including field surveys and studies, and management plan preparation; (6) recent demons trated relevant experience in performing impact analyses and developing NEPA documents for new facilities; (7) recent demonstrated relevant experience in providing technical services to wildlife refuge and park operations, to include design of public acces s facilities, nature trails, educational displays, and resource conservation; and, (8) recent relevant experience in Low Impact Development (LID) and environmentally sustainable facilities. In addition to the above, the selection criteria for consideratio n will also include (1) recent relevant experience in performing natural and cultural resource management activities of a similar scale and scope in the mid-Atlantic region; (2) location of an office and subcontractors in close proximity to Fort Belvoir wi th the identified expertise at these locations; (3) demonstrated completion of recent relevant projects using Intergraph CADD and GIS capabilities; (4) demonstrated capacity to accomplish work orders within required time-frames; (5) demonstrated completion of recent projects of a similar scale and scope at Department of Defense installations in terms of cost control, design award and meeting established schedules. 4.
