- -Command and Control Facility, Fort Irwin, California, Request for Proposals No. W912PL-05-R-0006. This is an UNRESTRICTED procurement; all responsible sources may submit an offer. When applicable, the Price Evaluation Preference for HUBZone Small B usiness Concerns will be applied to this procurement. Reference FAR Clause No. 52.219-4, entitled Price Evaluation Preference for HUBZone Small Business Concerns. Construct a new Command and Control Facility building of 69,100 square feet on two floors. The building is composed of a two-story portion, and a one-story portion with twelve foot ceiling heights and a ninety-six foot clear span. This is an administrati ve and training type building with offices, conference rooms, and two small theaters seating approximately fifty personnel each. There entire facility is secure, except for a small portion at the front entry, which is public. To maintain this security, t here are a number of security systems designed into the facility. This project has been designed to obtain a sustainable design (SPiRiT) level of Gold, and this gold level must be carried out by certain requirements during construction. Basic building co nstruction type is II-B, and the entire building is protected by a wet pipe sprinkler system, with one room having a clean-agent suppression system due to electronics. The buildings exterior is load-bearing masonry, with a steel superstructure supporti ng the interior and roof. The two-story portion consists of two-thirds of the floor area, and is laid out on a radius, with that radius reflected inside by the corridor and interior courtyard. This two-story portion has a single-ply membrane type roof. The one-story portion is rectangular in shape with a curved standing seam metal roof. A doublewide masonry wall separates these two portions. There are three cylindrical rotunda style entrances with storefront glazing constructed of metal studs with an e xterior insulation system finish. One hydraulic elevator provides ADA access to the second floor. The interior walls are predominantly metal studs with gypsum board face. The ceilings are suspended acoustical tile, and gypsum board. The majority of the one-story portion is raised access flooring. This facility has a higher than normal density of power and communications distribution for computer usage, backed-up with an emergency generator, UPS, and battery power system. The entire building is protect ed by a lightening protection system; also on the roof are solar panels. This facility supports an extensive exterior communications system. Furniture is not part of this construction contract; but is only shown for reference and coordination with power and data. Site work consists of force protection features, and an extensive landscaping plan with sidewalks and plazas. A series of three detention ponds are use to control storm water runoff. The North American Industry Classification System (NAICS) code is 23499, All Other Heavy Construction, $28,500,000 average annual gross revenue for the last three (3) fiscal years. Estimated Cost of the project is $21,000,000.00. The acquisition method i s negotiated procurement. Both a technical and a price proposal will be required. The basis for award is LOWEST PRICED, TECHNICALLY ACCEPTABLE. The lowest priced proposal with a technically acceptable proposal that has received all GO ratings will be aw arded the contract. It is the Governments intent to award based on initial offers without discussions; therefore, the offerors shall provide their best technical and price proposals. Evaluation factors may consist of the following: Prime Contractor Exp erience, Personnel Experience (Construction Project Manger; Project Superintendent; QC Manager), Past Performance, Management Plan and Subcontracting. Aforementioned evaluation factors may not be all inclusive. The Government intends to issue this solicitation through the use of the Internet. Amendm ents to this solicitation will be issued as Internet only. No additional media (Compact Disks, Floppy Disks, Facsimile or Paper) will be provided unless the Government determines that it is necessary. It is therefore the contractors responsibility to ch eck the following address daily for any posted changes to this solicitation. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance are the following Internet address; http://ebs.spl.usace.a rmy.mil. All bidders are required to check the Los Angeles District Contracting Division website daily to be notified on any changes to this solicitation. All contractors are encouraged to visit the Armys Single Face to Industry website at http://acquis ition.army.mil to view other business opportunities across the Army. Bidders must be registered with the Central Contractor Registration (CCR), in order to receive a Government contract award. To register, the CCR Internet address is: www.ccr.gov. Any prospective bidder interested in bidding on this solicitation must be registered to be placed on the Plan Holders List. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Bidders shall register themselves on the Internet. Each bidder, after registering for this solicitation should verify that his or her name appears on the Plan Holders List for the project. Please note that there are special instructions pe rtaining to hand delivered bids. These special instructions will be available in Section 00100 of the advertised solicitation. Sub-contracting plans are required for all construction contracts awarded to a large business when the award amount exceeds $1,000,000.00. If the bidder is a large business, they will be required to submit a sub-contracting plan as part of their proposal package. The Los Angeles District subcontracting goals are specific percentages of the contractors total planned subcontract amount. The goals are as follows: 62% with small business, 10% with small disadvantaged business, 10% with woman owned small bus iness, 3% with veteran owned small business, 3% with severe disabled veteran owned small business and 3% with hub zone small business. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the max imum practicable extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507.
