Sources Sought: THIS IS NOT A NOTICE OF RFQ ISSUANCE. DHS – Direct Reports, United States (USCG), Commander (fcp-3) Maintenance and Logistics Command Atlantic, intends to issue An Indefinite Delivery Requirements type contract with a Firm Fixed Unit Price for a base and 4 option periods. This sources sought is to compile a list of companies that can provide contractor logistics support for differential global positioning system (DGPS) (V) 1 maritime standard backup battery. Scope. A contract may result as an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The purpose of this notice is to obtain published price lists and warranty documentation for logistics support of the Coast Guard’s Differential Global Positioning System (DGPS) (V) 1 Maritime standard backup battery. Battery and other contract line item number (CLIN) product specifications are detailed in succeeding paragraphs. Background. Command and Control Engineering Center (C2CEN) Portsmouth is responsible for developing system wide policy, standards, and lifecycle support for the DGPS (V) 1 Maritime system installed and operating throughout the Contiguous United States, including Hawaii, Alaska, and Puerto Rico. Included in each DGPS (V) 1 system are 12 12VDC Battery Council International (BCI) Group 8D Sealed Lead Acid (SLA) Gel-Cell batteries connected in series, providing 24-hour continuous backup electrical power to DGPS Equipment Shelters. 51 DGPS (V) 1 Maritime sites collectively use 612 backup batteries. As batteries fail in the field due to age or other factors, the Coast Guard desires a means to rapidly purchase and transport replacement batteries utilizing just in time methodology. Due to new battery SLA technologies, the Coast Guard requires the option to purchase Absorbed Glass Mat (AGM) BCI Group 8D batteries as needed during the life of the contract. Therefore, the Coast Guard requires a contractual vehicle to conform to the requirements and specifications outlined herein, to include GEL-Cell and AGM style BCI Group 8D batteries and associated cables as noted herein. Battery Cables. The Contractor shall provide price list for a set of 11 battery IDIQ cables, which the Contractor can provide as Commercial Off the Shelf (COTS) products, or that can be manufactured within 5 working days upon receipt of a Coast Guard Purchase Order for purchase by the Coast Guard at their option through the life of a contract and all option years exercised. Each set of 11 battery cables is used to interconnect 12 each of either the BCI Group 8D Gel or AGM batteries (all 12 GEL or all 12 AGM batteries only. Not a mix of Gel and AGM together) together in series. The set of 11 cables shall consist of the following cable lengths: 6 each @ 12” 3 each @ 18.5” 2 each @ 40” All cables shall be 9/16” (.5625 decimal, or 14.2875 mm) diameter, copper stranded with low smoke insulated jacket, and will be terminated at both ends with S.A.E. Post automotive style female connectors. Connectors shall be permanently attached by the Contractor to each end of each cable (per each set of 11 cables) with the following characteristics. One connector at the end of each cable shall have an S.A.E. Post automotive style female connector to be mated to a 5/8” tapered S.A.E. Post automotive style negative battery male terminal. The other end of each cable shall have an SAE automotive style female connector to be mated to an 11/16” tapered S.A.E. Post automotive style positive battery male terminal. Both female connector ends shall be tightened by a square headed bolt and square headed nut standard with automotive style battery connectors. The battery cable connectors shall conform to the battery terminal specifications regarding terminal taper and terminal height as noted under (S.A.E. Post automotive battery terminal standards). Material Safety Data Sheet (MSDS) Requirements. The Contractor shall provide one MSDS sheet, identifying OSHA required safety information related to the appropriate BCI Group 8D Gel- Cell or AGM SLA battery, with each battery purchased by the Coast Guard through the life of this contract and all option years exercised. TA – Technical Advisor 13. VRLA – Valve-Regulated Lead-Acid 14. VDC – Voltage Direct Current BATTERY TECHNICAL SPECIFICATIONS. BCI Group 8D SLA Gel-Cell Battery Specifications. The BCI Group 8D SLA Gel-Cell battery shall conform to or exceed BCI standards regarding Valve-Regulated lead-Acid (VRLA) SLA batteries related to the Gel-Cell type. The Gel-Cell battery shall have the following physical characteristics: The batteries shall be rechargeable, maintenance free, have deep cycling performance, suitable for continuous and cyclic operation, and have protection from electrolyte spillage. The battery shall not produce corrosive fumes and shall not require special venting. The battery shall be a dry sealed lead acid maintenance free battery, capable of air shipment via FedEx or UPS, or any other reputable shipping vendor, without special restrictions. Length shall be no more than 20.75 inches; Width shall be no more than 11.125 inches; Height shall be no more than 10.6 inches; Weight shall be no more than 165 lbs. The battery terminals shall be of the S.A.E. Post standard used with automobile storage batteries. The battery terminals shall be mounted to the top of the battery near one end of the narrowest width of the battery, which shall be considered the front. While facing the front of the battery, the negative terminal shall be to the left front corner, and the positive terminal to the right front corner. The negative battery terminal shall be 5/8 inch in diameter. The positive terminal shall be 11/16 inch in diameter. Both terminals shall taper with the following ratio of 1:9, and shall be 5/8 of an inch tall. The negative and positive battery terminals shall be no more than 5 inches from center to center of each terminal. The battery shall have a nominal Ampere-hour Capacity at 20 hours of no less than 225. The battery shall have a Cold Cranking Amp rating, at 0 degrees Fahrenheit, of no less than 1265. The battery shall have a Cranking Amp rating, at 32 degrees Fahrenheit, of no less than 1615. The battery shall have a “minutes of discharge at 25 amps” rating of no less than 500 at 80 degrees Fahrenheit. The battery shall have a Reserve Capacity rating, at 80 degrees Fahrenheit, of no less than 475. The battery shall be a 2-volt direct current (VDC) per cell, six-cell battery; the battery shall provide 12VDC measured between the negative and positive terminals. The batteries shall be compatible with current limited/constant voltage chargers with fast / taper charge capability. The minimum and maximum charging voltage characteristics shall comply with BCI standards for a 12VDC BCI Group 8D SLA Gel-Cell battery: between 13.8 and 14.1 VDC at 68 degrees Fahrenheit. BCI Group 8D SLA AGM Battery Specifications. The BCI Group 8D SLA AGM battery shall conform to or exceed BCI standards regarding Valve-Regulated Lead-Acid (VRLA) SLA batteries related to the AGM type. The AGM battery shall have the following physical characteristics: The batteries shall be rechargeable, maintenance free, have deep cycling performance, suitable for continuous and cyclic operation, and have protection from electrolyte spillage. The battery shall not produce corrosive fumes and shall not require special venting. The battery shall be a 2-volt direct current (VDC) per cell, six-cell battery; the battery shall provide 12VDC measured between the negative and positive terminals. The batteries shall be compatible with current limited/constant voltage chargers with fast / taper charge capability The minimum and maximum charging voltage characteristics shall comply with BCI standards for a 12VDC BCI Group 8D SLA AGM battery: between 14.4 and 14.6 VDC at 68 degrees Fahrenheit. Battery and cable specifications can also be in Adobe Acrobat portable document format (pdf) at the Contractor’s discretion, and shall be e-mailed to the Contract Specialist. Price lists deliverables shall be in Microsoft Word, Microsoft Excel, or Adobe Acrobat pdf format, and shall be e-mailed to the Contract Specialist All interested sources capable of providing these Batteries and cables to the U. S. Coast Guard can respond to this notice and provide company name, address, telephone number and point of contact. Sources must indicate the business size status: Small Business, 8(a), or other.
