- Description
- The U.S. Department of Agriculture, Natural Resources Conservation Service, National Geospatial Development Center (NGDC)located in Morgantown, WV., is seeking a research scientist or other qualified contractor capable of providing, programming, knowledge acquisition, training, field sampling, and quality assurance support in order to develop and test a geographic Information System (GIS) and Artificial Intelligence (AI)Based approach for Automated Soil Mapping in Essex County, Vermont. Ideally, the GIS and AI-based automated soil mapping procedure will utilize fuzzy classification to address the gradation in soil properties across the landscape. The Contractor is expected to work closely with these soil sciencists in order to develop a pilot project in a representative watershed in Essex County. The goals of the pilot project are twofold: 1) to develop, implement, and validate the results of an automated approach to mapping soils; and 2) to train NRCS-Vermont and other NRCS personnel (as necessary) in the application of the automated soil mapping approach. Upon successful completion of a pilot project, the Contractor will assist NRCS-Vermont Soil Scientists with the GIS and Based Automated Soil Mapping Approach as needed for the duration of the Essex County Soil Survey Project. The expected deliverables are a suite of raster soil maps and a Soil Survey Geographic (SSURGO) certifiable vector soil map (go to Part 647 Soil Map Development in the National Soil Survey Handbook at http://soils.usda.gov/technical/handbook/detailedtoc.html for details on SSURGO certification), a working software package, and detailed instructions for using the software. The Contractor must provide a brief summary (no more than 10 pages on standard 8.5 x 11 inch paper and must not have a font size smaller than 12 pitch) and list of projects and/or contracts where similar services have been provided and demonstrate: 1) the ability to develop a GIS and Based Automated Soil Mapping Approach; 2) the successful application of this or other similar automated soil mapping approaches; 3) familiarity with data validation techniques used to assess the accuracy of results from automated soil mapping approaches; and 4) the ability to provide map products in suitable formats. In addtion, the Contractor will provide a brief proposal describing: 1) the theoretical basis of the proposed approach; 2) the anticipated implementation of the proposed approach; 3) the proces for validating results; 4) anticipated data needs (LiDAR, other imagery, etc.); 5) a project timeline for the Contractor as well as for imvolvement of NRCS-Vermont personnel; 6) anticipated expenese for the project (Contractor, NRCS-Vermont, data acquisition, etc.); 7) the process for training NRCS-Vermont and other NRCS personnel (as necessary) in the automated mapping procedure, and 8) other information deemed necessary by the Contractor. Contractor will have significant experiences with the development and implementation of GIS and Based Approaches for Automated Soil Mapping as well as some familiarity with the landscapes and soils of northeastern Vermont. Special consideration will be given to contractors utilizing Soil Landscape Inference Model (SoLIM) or SoLIM-derived mapping approaches.
