Description
This is SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This is a sources sought synopsis in support of a market survey. The Naval Media Center is currently seeking sources that are capable of providing an annually license of the on line clinical content (24 subject areas and 175 titles) for 29 BUMED Facilities. The courseware will be disseminated via Worldwide Web format, programmed using an XML format. The web-based courseware will be accessible via the Navy Knowledge Online (NKO), portal at https:// www.nko.navy.mil. All courseware will include text and graphics. The courseware will conform to SCORM 1.2 (or most recent Navy approved SCORM version). The courseware will meet Section 508 Compliance – and the entire course will be compliance to Section 508 of the Rehabilitation Act conformant, and at a minimum will meet all Priority 1 Checkpoints identified in W3C Web Accessibility Guidelines. The courseware will be compatible with the Navy E-Learning LMS – the entire course will be tested on Navy E-Learning’s Courseware Compatibility Center for compatibility with THINQ, the LMS used by Navy E-Learning. The courseware must be compatible with THINQ. Student completion data will be automatically transferred to Navy Training Management Planning Systems (NTMPS) or the transfer of data will be coordinated with between contractor and NTMPS personnel on a weekly basis. RESPONSIBILITIES: All Content Submission Guidelines and Checklists provided on the Navy E-Learning website under Policy and Guidelines must be followed. The courseware will be HTML-based, will meet Levels 1 and 2 interactivity, and will apply the Shareable Content Object Reference Model to ensure that it is SCORM conformant. Metadata will be generated to provide the LMS with additional information about each SCO. The course structure file will be developed to itemize the structure and contents of the course. (See the Navy E-Learning website for guidelines and procedures for content submission. The program must have the ability to work with the NETC engineering and installation teams to ensure that software packages and requirements are identified early in the project and that once delivered, all components work as an integrated training delivery system with the LMS. The contractor shall provide telephone support whenever necessary at no additional cost. All content intended for hosting on Navy E-Learning will be required to go through the Content Submission Process, which includes online testing with the LMS. The Navy E-Learning Content Submission Process and Checklist must be used throughout the content development process. NMETC will notify NMC of course acceptance upon which NMC will notify the contractor of course acceptance. The responsibility of the contractor to ensure that no copyright laws have been violated in the preparation of the deliverables Firms are encourage to comment on the extent to which the combination of services described in this announcement is typically found in the commercial market. No award will be made from any responses to this synopsis. All interested parties should provide, at no additional cost to the Government, a full descriptive literature demonstrating there capabilities or any catalogs brochures that delineate their firm qualifications to supply the above services. The procurement shall be achieved through a 100% small business set aside using Simplified Acquisition Procedures for Commercial Items. The applicable North American Industry Classification System (NAICS) code is 611430. Any interested sources are requested to submit a package to Naval Media Center, Contracting/SAP Division, Attn Rudi Murray-Johnson, 2713 Mitsher Road SW, Anacostia Annex, DC 20373. Capability packages must be received no later than 03 January 2005. See Numbered 1.
