- Maintenance of Water Purification Systems for AFIOH bldgs 140 & 930, per SOW listed below. **NOTE 22 applies** STATEMENT OF WORK FOR AFIOH WATER PURIFICATION SYSTEM MAINTENANCE 13 December 2004 1. GENERAL 1.1 SCOPE: The work covered by this specification consists of contractor furnishing all transportation, labor, material/components and equipment necessary to maintain, repair and/or replace any component/equipment within the system that produces Type I water listed below. BLDG 140: ITEM 1: Water Purification System, consisting of a. Two recirculating pumps b. Force filtration reverse osmosis system c. Entire recirculating system, excluding piping under the building ITEM 2: Barnstead E-Pure Unit, Model D4641, S# 1090010217380 ITEM 3: Barnstead E-Pure Unit, Model D4641, S# 1090010217381 ITEM 4: Barnstead E-Pure Unit, Model D4641, S# 109010217394 ITEM 5: Millipore, Milli-RO Plus Unit, PM# 04872 ITEM 6: Millipore, MilliQ UV Plus Unit, PM# 04872 NOTE: Water Equipment — Set of two 12” mixed bed deionizers supplied on a monthly rental fee basis and set price per exchange. BLDG 930: ITEM 1: Water Purification System, Culligan Model AF-l. PM #34833 ITEM 2: Recirculating Pump, #C48L2ECI S ITEM 3: Entire Recirculating System, excluding piping beneath building NOTE: Water Equipment — (6 ea) D9U DI Tanks (Location: 43 ea/fEpi Lab Boiler Room and 2 ea/Drug Testing Lab; (1 ea) 9-inch carbon tank (Location: Epi Lab 1.2 GOVERNMENT INSPECTOR AND POINT OF CONTACT: The equipment operators listed below will be the Points of Contact and the designated Government inspectors for all services covered under this contract. The contractor’s service representative will contact THE EQUIPMENT OPERATOR immediately upon arrival at the work site. It will be the responsibility of THE EQUIPMENT OPERATOR to validate the entries made on the service report. 1.3 MONTHLY SERVICE: To Include, but not limited to: BLDG 140: 1.3.1 Check water softener for hardness and operation. 1.3.2 Check carbon for chlorine breakthrough. 1.3.3 Change reverse osmosis unit pre-filters. 1.3.4 Take operational reading of complete reverse osmosis system. 1.3.5 Check re-pressurization pump for proper pressure. 1.3.6 Check DI audio/visual alarms for proper operation BLDG 930: 1.3.1 Verify monthly the correct setting and operation of the water softener and addition of salt to the brine tank as needed. 1.3.2 A monthly check for chlorine leakage from the granular activated carbon filter and exchange of this unit at least semi-annually. 1.3.3 Monthly change out of the reverse osmosis unit pre-filters and cleaning sanitizing of the RO membrane as needed. 1.3.4 Monthly check of reservoir and correct operation of automatic level control. 1.3.5 Monthly check of re-pressurization pump for proper volume and pressure output. 1.3.6 Monthly check of pressure tank for proper inflation. 1.3.7 A monthly quality control check of the entire water purification system with priority service given to any repairs needed in the recirculating loop. 1.3.8 To insure quality, the Culligan 1.2 Cu. Ft., Mix-Bed Deionizers, PIN D9U, will be replaced when the quality indicator light goes out (indicating tank exhaustion) or every four months, which ever comes first. Cost of tanks covered under separate line item. 1.3.9 Deionization System shall be configured in a “Worker/Polisher” configuration with a remote light sensor located after each worker tank and prior to each polisher tank. Maintenance of the remote lights shall be covered by the maintenance contract. 1.3.10 A quarterly quality control check on the Laboratory system to verify the resistivity meter against a recently calibrated portable resistivity monitor. Calibrate as necessary. 1.3.11 Unlimited emergency calls as needed. 1.3.12 Sanitize and flush complete recirculating loop, including 24 DI water outlets, every 6 months. 1.3.13 Replace submicron filters (6), every 6 months. 1.3.14 Replace UV lamps (2), sleeves and sleeve 0-rings, every 12 months. 1.3.15 Provide monthly service reports in accordance with Section 1.5. 1.4 ANNUAL SERVICE: To include, but not limited to: BLDG 140: 1.4.1 Clean water softener brine tank. 1.4.2 Rebed carbon tank. 1.4.3 Change cartridges and sanitize E-Pure units. BLDG 930: N/A 1.5 SERVICE CALLS: Repair or service necessary to return the listed equipment to optimum performance after failure or faulty operation will be on an “as needed” basis. Service call work will be accomplished on a 24-hrs - 7 days per week basis, as required. THE EQUIPMENT OPERATOR will initiate the service call by contacting the contractor at the number to be supplied by the contractor and informing the contractor that service is required. The contractor shall respond by phone within 2 hours and shall arrive at the work site within 8 hours and began repair actions. The repair action shall continue without interruption until the instrument is returned to service or until the malfunction is isolated and the needed part is ordered. The instrument will be operational within 48 hours from the time of the initial service call or a loaner instrument will be provided at no charge. All replaced parts will be handled as in 1.3 and 1.4 above. 1.6 CONTRACTOR SERVICE REPORT: The contractor’s service representative shall prepare a service report for the scheduled preventive maintenance calls and for all service calls. The report will indicate date of service, trouble reported, actual remedy, parts used and their price, travel hours and repair or service hours. lAW AFR 67-1, Vol V. Chap 21, if the service involves a calibration, the specifications or tolerances to which the instrument was calibrated will be listed and documentation will be furnished reflecting calibration results. The service report will be signed by the contractor’s representative and by the Government inspector. In the event that the Government inspector listed in 1.2 is not available, the ranking military member that has knowledge of the repairs of service performed will sign the report. 1.7 CONTINUED OCCUPANCY: During the period of this contract, the building will continue to be occupied. Work shall be performed in an orderly manner with minimum disturbance and inconvenience to the occupants. The contractor will confine and limit his personnel to only those areas required for performing work.
