- The US Army Special Operations Command, Fort Bragg, North Carolina has a need for a Firm Fixed Priced type contract for Hand-to-Hand (Combative) Fighting Instruction to support the 3rd Special Forces Group (Airborne. Training will be in accordance with the description provided herein the Performance Work Statement. This is a combined synopsis/solicitation for commercial service(s) prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES/PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes shall reference the Request for Quotation number H92239-05-T-0004. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-25. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. The North American Industry Classification System (NAICS) is 611699. The size standard is $6 million dollars or less. This requirement is Total Set-Aside for Small Business. REQUIREMENT: The contractor shall provide the following service(s) as stated herein: HAND to HAND FIGHTING INSTRUCTION (Combative Training)– AS STATED IN THE FOLLOWING PERFORMANCE WORK STATEMENT: PERFORMANCE WORK STATEMENT GENERAL REQUIREMENT. The contract is for Hand to Hand (Combative) Fighting Instruction at Fort Bragg, NC and the within the local commuting area thereof (Fayetteville - 25 mile radius thereof) to support 3rd Special Forces Group (Airborne). SPECIFIC REQUIREMENTS: SCOPE OF WORK. The Instructor(s) shall provide hand to hand fighting training, with a base period of one (1) Year (12 months) with four (4) one (1) year options to MOS 18 series personnel and to 3D SFG(A) support personnel at various locations at Fort Bragg, NC and Fayetteville, NC area. The desired endstate is for each 18 series soldier to develop an offensive, non-sport-fighting, instinctive hand to hand skill set. The 18 series soldier will be capable of rapidly eliminating or gaining a decisive advantage against multiple assailants. Instruction for 18 series personnel will focus on providing command designated personnel with a predetermined skill set that they can return to their unit with and be capable of teaching. Additionally, all support soldiers must obtain a survival fighting skill set that they can teach to their units. Lethal, skeletal breaking and mechanical compliance techniques will be instructed. The program of instruction will provide a basic, intermediate and advanced skill set. The intermediate and advanced sections of training will provide for mission related training and mission related scenarios. The techniques instructed must be tested. Techniques taught in the basic course must be applicable and used as a foundation for the advanced course. All skill sets instructed must be executable in full ballistic and protective equipment and apply to combat and non-combat environments. Techniques must be executable when the soldier is fatigued and operates in limited visibility. Training will occur in the 3D SFG(A) Fort Bragg, NC area and in the local Fayetteville, NC community. All students will receive a 20-hour block of instruction in a both a basic and intermediate skill set and will receive a 15-hour block of instruction in advanced techniques. These blocks of instruction will normally comprise a total of five-weeks of two or three hours a day. The contractor will be provided with a schedule of classes 2-weeks in advance from 3D SFG(A) Schools NCOIC. Class times may be scheduled between the hours of 0500-1700 Monday – Friday, excluding holidays. Location of the class will be specified in the scheduled provided to the contractor. Training will occur in facilities provided by the government or by the contractor. Training location will be determined 3D SFG(A). Class sizes will range from 6 to 25 participants per class. Maximum participants in one year will not exceed 600. PRICING SHOULD BE QUOTED ON A PER PERSON COST BASIS. The contractor will be required to provide testing of students before they will be permitted to move to the next phase of training. The command, with the instructor’s assistance, will make the determination of success or failure of the test for each soldier. ACCREDIDATION: The instructor shall possess a 5th Degree Black belt or higher ranking through an international Martial Arts Federation in his respective Art. This ranking substantiates the instructor’s advanced technical ability and his demonstrated knowledge. A First degree or higher degree black belt in Hapkido is preferred, this is the martial art identified by 3D SFG that most closely meets our overall technique criteria. INSTRUCTIONAL EXPERIENCE: The contractor is required to be an occupational Martial Arts Instructor. This requirement ensures the instructor’s competence in translating his physical skills into a learnable skill set for a large and diverse demographic. Additionally, it speaks to the instructor’s ability to effectively train his/her students in order to retain their business. This requirement is critical to insure the instructor possesses the ability to shape training plans and techniques that meet the demands of current operational and environmental conditions our soldiers face. 3D SFG(A) does not have the time or desire to train instructors in how to teach techniques and build scenarios to prepare our soldiers for current combat realities. OPERATIONAL SECURITY. The contractor will be required to undergo a National Agency Check (NAC) and sign a non-disclosure statement. Additionally, contractor will not be allowed to use any association with 3d SFGA or Army Special Forces in any advertisements. PERSONNEL. The contractor shall provide the following personnel on an as need basis. ASSISTANT INSTRUCTORS. The contractor must have one assistant Instructor available to provide instruction should additional classes be required. This instructor will primarily work at Fort Bragg, NC. All management, personnel (assistant instructors), all required pre-service and in-service training for the assistant instructors and all supplies not specified herein by the government shall be provided by the contractor. ASSISTANT INSTRUCTOR REQUIREMENTS. These instructors shall be approved by the primary instructor and be fully capable of meeting technique requirements outlined in the scope of work and those tasks listed below. They must have at least 2 years of teaching experience to ensure compatibility with a diverse demographic. Possess a minimum of a 3rd degree Black Belt in the respective Art. Assistant instructors must pass a NAC. REQUIRED TECHNIQUES. The 3D SFG(A) Command representatives will evaluate the instructors ability to perform all required hand to hand fighting system techniques, mission focus applicability and instructional capacity. At the completion of course each soldier will be instructed and required to demonstrate a fundamental skill set comprised of: a. Disarming assailant of knives, pistol and assault weapon from a standing and kneeling position. Techniques will allow acquisition of weapon and combine instantaneous elimination of assailant threat. b. Retention and strikes with knives, pistol and assault weapons from standing, kneeling positions and while the soldier are walking. The threat must be reduced immediately both lethal and non-lethal methods are required. c. Defensive and Offensive actions relating to hand Strikes (lethal, non-lethal application) instruction in where to strike and the resulting effect, all hand strikes shall be applicable with the weapons retention techniques instructed. d. Lower body quadrant kicks that break and incapacitate the threat and are Performed while wearing all military equipment. They shall be performed in confined areas as well as open areas. e. Fundamental kicking defense enables the soldiers to prevent being kicked and simultaneously allows the soldier to control the threat f. Breaks/Locks that are not strikes or kicks that allow the soldier to manipulate the assailant in order to kill or subdue the assailant. The techniques must be applicable in confined spaces, work instantaneously to allow the soldier to deal with multiple assailants. g. Throws that allow the soldier to eliminate a threat if attacked from behind or Initiate a throw to eliminate an assailant. h. Ground fighting instruction that allows the soldier to instantaneously gain the advantage, if he is taken or falls to the ground, so he can immediately return to his feet and will not be exposed to multiple attackers. The ground fighting techniques shall directly relate to the standing hand and kicking techniques to reduce the complexity of the combatives system being instruction and increase soldier ability to immediately apply the techniques. i. Improvised Weapons Techniques that are offensive and defensive in nature and allow the soldier to defend against an assailant with a stick, pipe, a piece of furniture any thing that the soldier could face whiled deployed. Instruction should also cover the application of handcuffs or improvised handcuff devices and the use of batons/Asps against assailants j. Physical Conditioning the instruction will also include activities to increase the soldier’s ability to apply the skills by incorporating related strength and endurance conditioning. The soldier will be able to demonstrate techniques, while wearing all standard Ballistic Protection Equipment, personal weapons and individual tactical gear. All instruction will be focused on training the soldier to remain on his feet or to immediately regain a standing position in order to compensate for equipment and the potential for multiple aggressors. All techniques must be applicable in open and confined areas, such as buildings, hallways, buses, and crowed restaurants. GENERAL REQUIREMENTS. INDIVIDUAL CLOTHING AND EQUIPMENT ISSUE. If required for training, the government shall provide to the contractor all military unique organizational clothing and individual equipment. Upon receipt of the clothing and equipment the contractor shall assume responsibility and accountability of these items. The contractor will be responsible for acknowledging receipt and returning these items upon completion of the contract. TRAINING EQUIPMENT. 3D SFG(A) will supply all equipment necessary for the execution of the program and designate areas for combative training. The contractor must also have off-post facilities available in Fayetteville NC to facilitate training within 25 miles of main post. IDENTIFICATION. The Government shall provide the contractor with any necessary identification cards and identification tags. RELEASE CLAUSE: The Contractor must agree to release the 3/3 SFG (A), Fort Bragg, and the United States Government from any liability or claims arising from the contract and performance work statement. Additionally, the contractor must agree to never prosecute or in any way aid in prosecuting any demand, claim, or suit against the 3rd SFG (A), Fort Bragg, the United States Government, and/or any officer, agency, or any employee acting officially in this course from any loss, damage, or injury to contracted personnel or property that may occur from taking part in this course. The 3rd SFG(A) and United States Government understand that this is not applicable to any form of gross negligence, willful misconduct, or fraud. DELIVELRY OF PROPOSALS/QUOTES IS TO FORT BRAGG, NC 28310. WITH A DELIVERY DATE OF NO LATER THAN (NLT) 1500 HOURS 30 DECEMBER 2004. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition. FAR 52.212-1, Instructions to Offers-Commercial Items; 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph (a) of the provision: EVALUATION FACTORS: Award will be made to the responsive, responsible offer or whose quote conforms to this solicitation and is the "BEST VALUE" to the Government. The following evaluation factors in descending order of importance will be used to evaluate offers: (1) Accreditation (2) Technical Acceptability and (3) price. Accreditation is defined as the documented technical expertise necessary to conduct the requisite training, as outlined in paragraph #3 (Accreditation) of the Performance Work Statement above. The government will determine if a bidder/offeror meets accreditation requirements and invite those bidders who meets the criteria to a live demonstration in order to evaluate their technical acceptability. Technical Acceptability is defined as the ability of the instructor to meet requirements outlined in paragraph #2 (Scope of Work) and 9 (Required Techniques a.- j.)of the Performance Work Statement above in a live demonstration. A board comprised of members of 3D SFG(A) will assess the instructor’s skill proficiency, during the live demonstration. A best value award will be made to the bidder submitting an offer found to be most advantageous to the government. Contractors' proposal shall include a detailed POI. To be considered for award, the contractor shall have an active registration in the Central Contractor Registration (CCR). Registration can be completed at www.ccr.gov . 52.212-3, Offeror Representations and Certifications-Commercial Items and Defense Federal Acquisition Supplement. (DFARS) 252.212.7000, Offeror Representations and Certifications-Commercial Items are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their bid. The following FAR Clauses are applicable to this acquisition: 52.204-7 Central Contract Registration, 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, with the following clauses being applicable to the solicitation: 52.203-6 Alt I, 52.222-21, 52.222-26, 52.222-35, 52.222.36, and 52.232-33; Additionally, 252.212-7001 (Dev), Contract Terms and Conditions Required To Implement Statutes Applicable to Defense Acquisition of Commercial Items, with the clauses 252.225-7001, and 252.225-7036 applicable.
