- Description
- This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: firm-fixed price proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-05-Q-0008 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14 effective June 23, 2003. The Government reserves the right to make an award on the initial quote without discussions of this procurement. Award will be based on a best value determination, price and other factors considered. Other factors for award include past performance and a responsible offerors ability to meet the salient functional and technical requirements as listed below for the maintenance and airtime for FEDSMR radios. BACKGROUND National Archives and Records Administration (NARA). NARA is an independent Federal agency that helps preserve our nation's history by overseeing the management of all Federal records. Our mission is to ensure ready access to the essential evidence that documents the rights of American citizens, the actions of Federal officials, and the national experience. We must make it easy for citizens to access this essential evidence regardless of the location of the documentation or of the people using it. 2. OBJECTIVE The Facilities Management Branch (NAFM) and the Security Branch (NASS) is a support element of NARA. Effective radio communications are critical for NAFM and NASS to provide support to NARA. NAFM seeks to purchase airtime on a Trunked Specialized Mobile Radio System (SMR) for its Radio Communications requirements. 3. SPECIFIC REQUIREMENTS A) The Trunked Radio Repeater System shall operate in the 406.1 – 420 MHz Band. B) The Trunked Radio Repeater System shall utilize Motorola “Smart Net ™” Technology C) The Trunked Radio Repeater System shall operate with the existing Government owned Radios without any modification to the existing radios. D) The Repeater System shall operate with out any modifications to the existing in-building antenna system. E) In the event of any failure of the Repeater, each unit will be able to operate independently of the Repeater by operating a switch on each individual radio to operate in a “local” or “Talk Around” mode on a specific radio frequency to be determined. F) This contract shall include mail-in maintenance for all hand-held units, on-site maintenance for base stations, and on-site maintenance for in-building antenna systems. G) The Contractor shall be authorized by the Department of Commerce – National Telecommunications and Information Administration to provide this service and to operate in the 406.1– 420 MHz Band. 4. GOVERNMENT FURNISHED INFORMATION A) Hand Held Radios: 181) Motorola MTS2000 & Motorola MTX 838 B) Base Stations : 3) Motorola Astro Mobile C) In Building Antennas: 2) TX-RX D) Talk Groups : 10 5. CONTRACTOR FURNISHED A) Un-limited airtime on a Motorola “Smart Net ™” Trunked Radio Repeater system that operates in the 406.1-420 MHz Band. B) Maintenance that is considered “Normal Wear and Tear” on all units operated on this system. 7. PERIOD OF PERFORMANCE The period of performance commences with contract award and continues for one year. 8. DISCLOSURE OF INFORMATION The Contractor shall not release to anyone outside the Contractor’s organization any information, regardless of medium (e.g., film, tape, documents), pertaining to any part of this contract or analysis related to this contract, unless the Contracting Officer has given prior written approval or the information is otherwise in the public domain before the date of release. 9. PAYMENT (No contract payments will be made by check) Invoices will be paid monthly by electronic funds transfer (EFT) in accordance with FAR 52.232-33, Mandatory Information for Electronic Funds Transfer Payment. 10. DELIVERABLES The contractor shall provide unlimited airtime 24 hours a day, 7 days a week, and 52 weeks a year. The contractor shall provide mail in maintenance of portable units, and on-site maintenance of base stations and in-building antenna systems. Maintenance shall cover “reasonable wear and tear” which constitutes the normal day to day usage consisting of switches, buttons and components wear of all units covered under this contract. 13. The individual named above is designated as the Contracting Officer’s Technical Representative (COTR) to assist the Contracting Officer (CO) in the discharge of the CO’s responsibilities. The COTR is responsible for monitoring the Contractor’s overall technical program requirements. In no event will any understanding or agreement, modification, change order, or other matter deviating from the terms of the basic purchase order between the Contractor and the Government, be made by the COTR or any person other than the CO, to be effective or binding upon the Government. Offerors must submit a brief description of relevant experience duties and responsibilities. Vendor must except direct deposit for payment via electronic funds transfer. The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price purchase order: FAR Clause 52.212-1, Instructions to Offerors Commercail Items (Jan 2004): each offeror shall include a completed copy of the provision at FAR clause52.212-3, Offeror Representation and Certifications Commercial Items (May 2004) with the quotation. Paragraph (b) of this clause incorporates by reference the following FAR clauses 52.222-3 Convict Labor, 52-222-36 Affirmative Action for Workers with Disabilities, 52,232-34 Payment by Electronic Funds Transfer Other than Central Contractor Registration, 52.232-36 Payment by Third party, and 52.233-3 Protest After Award.
