Class Code: A NAICS Code: 541330 Subject: This procurement is not set-aside for small business, it is issued on a Full and Open Competition basis. The contractor shall deliver two (2) each Wideband Multi-Band SATCOM System terminal capable of 1.544MB/sec data rate or better. Capable of two simultaneous full duplex connections, utilizing any two of the supported bands via a single satellite. X, Ku, Ka and C Bands supportable. Solicitation Number: W71B7J-4196-C201 Set-Aside Code: none, Full and Open Competition Response Date: 01/04/2005 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal s are being requested and a written solicitation will not be issued. The solicitation number is W71B7J-4196-C201. This acquisition is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 25. The associated NAICS code is 541330. The small business size standard is $23 million. 2. The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 Quad Band Satellite Terminals, 2 each. 3. Description of requirements: Wideband Multi-Band SATCOM System terminal capable of 1.544MB/sec data rate or better. Capable of two simultaneous full duplex connections, utilizing any two of the supported bands via a single satellite. X, Ku, Ka and C Bands supportable. a. Minimum Performance Characteristics i. C Band 1. TX Frequency: 5.85  6.425 GHz 2. RX Frequency: 3.625  4.200 GHz ii. X Band 1. TX Frequency: 7.9  8.4 GHz 2. RX Frequency: 7.25  7.75 GHz iii. Ku Band 1. TX Frequency: 14.0  14.5 GHz 2. RX Frequency: 10.95  12.75 GHz iv. Ka Band 1. TX Frequency: 30.0  31.0 GHz 2. RX Frequency: 20.2  21.0 GHz Fully support encrypted operation of TCP/IP and optionally ATM formats, utilizing Government Furnished Encryption equipment. Fully certified for system operation with Intelsat, Eutelsat, and DISA. System availability rated not less than 98%. Band change time limits, less than 30 minutes under all operating conditions. Antenna Size: 2.4 meter in diameter or smaller. Must be fully capable of network monitoring and control for both local and remote control using Simple Network Management Protocol (SNMP). Other non-propriety network management monitoring systems will be considered at the proposers request. Must be compliant with MIL-STD-461E for Electromagnetic Interference. Fully capable of operating on facility power or generator power. Standard 208 VAC three phase or 120 VAC single 60 Hz power. Minimum Non Operating Environmental Conditions Temperature: -30 to +60 degrees C Relative Humidity: 0  100 percent condensing. Altitude: Up to 50,000 feet Transportation: Vehicle based over unimproved roads as described in MIL-STD 810F Minimum Operating Environmental Conditions Temperature: -20 to +50 degrees C Relative Humidity: 0  100 percent condensing for outside equipment and 5-95 percent non-condensing for inside equipment. Altitude: Up to 8,000 feet Transportable (Military air or commercial), packaged in standard 19 rack mountable transit cases, not to exceed two man lift per MIL-STD-810F. Must meet minimal environmental and transportation requirements as outlined in MIL-STD-810F for wheeled vehicular based equipment. Maximum time required for setup and operation, 45 minutes (2 persons). Training (Factory Based), Documentation (complete Drawing package, users manual, maintenance manual). Minimum two weeks training per person (10 working days). Personnel being trained will have at a minimum a background in the installation and use of transportable satellite equipment. Documentation Package  Complete system drawings provided in AutoCAD Format. User and maintenance manuals provided in Microsoft Word format. All manuals and drawing to be provide via electronic media. Data terminal shall be able to be operated anywhere between 1 foot and 500 feet minimum from the RF terminal. 4. Delivery is required by 120 days from award. Delivery shall be made to US Army Research Laboratory, 2800 Powder Mill Road, Adelphi, MD, 20783-1197. Acceptance shall be performed at US Army Research Laboratory. The FOB point is Destination. 5. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: none. 6. The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The technical merit of each offer will be the most significant factor in the award determination. The Government will determine if the proposed product meets the technical specifications identified above based on the information furnished as part of the proposal. If the vendor proposes to modify an existing product so as to make it conform to the requirement of this solicitation, the proposal shall include a clear description of such proposed modification and clearly mark any descriptive materials to sho w modifications. Another evaluation factor is the offerors management structure. The extent to which the offeror's corporate structure (as described in the proposal) assures control over performance and personnel at the place of performance will be consid ered in the best value determination. The third evaluation factor is past performance. Each proposal shall identify three (3) similar contracts from within the last three (3) years. The proposal shall include the following information for each contract: issuing contracting agency; contract number; Contracting Officer's name, address, telephone number, fax number, e-mail address; technical representative's name, address, telephone number, e-mail address; contract period of performance; contract amount; bri ef description of work. The references should highlight successful performance in areas relevant to this effort. Assessment of performance risk will be performed as part of the Past Performance evaluation. These three factors will be considered in the b est value determination, as will the proposed fixed price. As the technical, management and past performance ratings of proposals are closer, price becomes a more significant factor in the best value determination. Award may be made to other than the low est-priced offer. The Government will not rely upon any information which is not included in the proposal. The Government will award a contact to the offeror whose offer is determined to be the best value to the Government, with technical merit being of paramount importance and management, past performance being of secondary importance. Price will also be considered, but technical merit, management and past performance are more significant to the best value determination. The Government reserves the righ t to make an award without discussions. Additionally, the Government reserves the right to award more than one contract from this solicitation, depending upon the financial and socioeconomic factors resulting from proposals received. 7. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer.
