Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested from GSA holder only and no formal or written solicitation will not be issued. Performance Period: 15 Jan 2005  15 July 2007 Technical POC: Renee Hylton, 703-607-2635 1. PURPOSE: This project will produce a book, ready for submission to the Govt. Printing Office on disc for printing, in Quark or a similar program, of approximately 150 manuscript pages. The book, to be titled The National Guard and the War on Terroris m: The Response to 9/11, will be the first detailed account of the National Guards full participation in the immediate aftermath of the attacks on New York City and the Pentagon, and participation in Operation Noble Eagle; it will also contain a brief his torical introductory overview and the Guards pre-war posture. COPYRIGHT TO THIS MANUSCRIPT AND ANY PRINTINGS THEREOF WILL BE RETAINED BY THE U.S. GOVERNMENT (National Guard Bureau). Funding permitting, option years one and two (FY 06 and FY 07) will produce books on (a) Operation Enduring Freedom and the transformation of the National Guard from a strategic to an operational reserve; and (b) Operation Iraqi Freedom, and the role of ARNG enhanced brigades in the occupation of Iraq. 2. BACKGROUND: Purpose of the book will be to inform and educate the American people regarding the full extent of the National Guards role in the WOT. Other interested parties will include elected officials at the national, state, and local levels; seni or DoD leadership; and pertinent academic institutions and think tanks. 3. DESCRIPTION: The book will be approximately 125 pages (printed), footnoted in accordance with professional historical standards (footnotes to appear at end of each chapter), and will include a Table of Contents, Bibliography, and an Appendix with rele vant charts and graphs (if not included in body of text). It will be written and submitted for review in MS Word. Important information will be tabulated as charts and graphs, and a minimum of 15 captioned photographs will illustrate the narrative. Primary writer/researcher must be an acknowledged expert on the history of the National Guard, with a record of relevant publications, and with a Ph.D. in history. Book  The National Guard and the War on Terrorism: The Response to 9/11 a. Prelude to the War on Terrorism: Explains how the National Guards overseas peacekeeping operations and domestic disaster response missions in the 1990s helped to posture the organization for the homeland security mission as well as more effici ent and faster deployments in support of overseas campaigns. Will include initial organization of WMD-CSTs in the Guard. b. The Attacks of September 11th: A summary of the National Guards major actions in the response and recovery to the attacks in New York and Washington, D.C. on 9/11. c. Operation Noble Eagle: Complete summaries of all missions, both state and federal, that have occurred in support of the homeland security mission. Primary focus will be to summarize and analyze the largest of these tasks, e.g., airport security mission, sustained combat air patrols, border patrol missions, protection of critical infrastructure and federal installations, enhanced security at public events, etc. Will identify the critical and conflicting missions the states have executed consider ing their extended mission list and limited resources. d. Table of Contents, footnotes at end of each chapter, and bibliography. OPTION YEAR ONE (FY 06) (approx. 150 mss pages ) a. Operation Enduring Freedom: A review and analysis of the participation of National Guard assets committed to the campaign in Afghanistan with associated lessons learned and accounts of notable actions by individuals and units. Will include discussion of the National Guards continuing role in Special Operations and the training of the Afghan National Army. b. National Guard Transformation: Tells the story of the conversion of the NGB and state headquarters into joint organizations. Relates the need for the National Guard to transform itself from a strategic reserve into an operational reserve, con trasting ARNG and ANG efforts in this area. Will also describe post-9/11 accelerated organization of force response packages (ie, CERFP, RRF) in the Guard and the new relationships the Guard has established with OSD and the combatant commands (particular ly USNORTHCOM) with regard to Homeland Security and Defense. c. Preface  by CNGB, explaining need for Transformation as response to Guards increased role in Homeland Defense. d. Table of Contents, footnotes (at end of each chapter), appendices (if not included in body of text), and bibliography. e. At least 15 photographs. OPTION YEAR TWO  FY 07 (approx. 225 mss pages) a. Operation Iraqi Freedom: A review and analysis of the National Guard forces committed to CENTCOM for the conduct of operations in the initial, forced entry phase of the campaign in Iraq. b. The Occupation of Iraq: A review of the preparations undertaken by designated ARNG Enhanced Brigades for deployment to Iraq and an assessment of their in-country performance and contributions, 2004-05. c. Preface: Opening statement by CNGB that puts Guards combat role into Iraq into historic perspective. d. Foreword: A short write-up by a prominent individual that emphasizes the important contributions of the National Guard in Iraq. e. Table of Contents, footnotes (at end of each chapter), appendices (if not included in body of text), and bibliography. f. At least 20 photographs. 4. Deliverables and Timeline: Contractor will review and examine the relevant historical documentation in possession of the National Guard Bureau and other Federal/military agencies; conduct oral history interviews with key personnel from both the Nationa l Guard Bureau and from Federalized and deployed units. Chapters as noted below will be submitted to NGB-PAI-H for approval; NGB-PAI-H will return, with final comments, in not more than 10 working days. DATE AND PLACE OF FINAL DELIVERY: NGB-PAI-H, 1411 Jeff Davis Hwy, Arlington, VA, 22202; 15 Jul 07 6. GOVERNMENT-FURNISHED PROPERTY: For author and researchers, NGB will provide the following: a. Temporary workspace at NGB-PAI-H, NGB-ARO and other NGB offices for the purpose of conducting research and photocopying. b. Assistance in locating interview subjects and, if necessary, in coordinating for interviews. c. Assistance in obtaining photographs and documents from National Guard and other Federal sources. d. Assistance in locating relevant documents from National Guard and other Federal sources. EVALUATION CRITERIA: Proposal will be based on the following : Factor I - Technical/Management, Sub-Factor 1 - Knowledge/Relevent Experience, Sub Factor 2 - Program Management, Factor II - Past Performance - All offerors shall submit at three past performa nce evaluations from pevious Federal Government Contracts performed within the past 12 months. Offerors past performance shall be based on the past performance of the following five (50 sub-factors: Program Management, Personnel, Timeliness, Cost Control, Business Relations. Factor III - Price. Factor I - Technical/Management is more important than factor II. Factor I, and Factor II are significantly more important than Factor III - Price. Sub Factors 1 Knowledge/Relevent Experience and Sub Factor 2 Progr am Management are of equal importance. The Governme nt will award a contract to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous to the Government. The FAR clauses may be viewed at http//farsite.hill.af.mil Contractors submitting quotes must be enrolled i n the Central Contractors Registration Program (CCR). The closing date for this solicitation will be 21 December 2004, 1:00 PM Eastern Standard Time. Late quotes will not be accepted.
