Description
The Defense Information Systems Agency (DISA) is issuing this DRAFT REQUEST FOR PROPOSAL (RFP) for its Electromagnetic Spectrum Engineering Services acquisition. The final competitive solicitation (RFP) will be issued at a later date. This is NOT the FINAL RFP solicitation document that will be issued for this acquisition. This DRAFT RFP is solely being issued to industry in an attempt to foster the submission of comments and/or questions. The Government will NOT pay for information received in response to this DRAFT RFP. Submitted documents will NOT be returned to those firms who supply responses. No award will be made on the basis of this DRAFT RFP. This acquisition supports the Joint Spectrum Center (JSC) whose mission is to enable effective and efficient use of the electromagnetic spectrum and control electromagnetic environmental effects in support of national security and military objectives. Additional information describing the JSC, along with its projects and services may be found at www.jsc.mil. The Government intends to award a Performance-Based Service contract for a base period of 3 years with two (2) one-year option periods. The applicable North American Industry Classification System (NAICS) code is 541710, Research and Development in the Physical, Engineering, and Life Sciences. The Government will use a trade-off approach in determining best value. Offerors will be evaluated on the basis of their past performance, personnel qualifications and experience, quality and management structure, and proposed costs. Industry Day for all potential offerors will be held 19 January 2005 at a location to be determined. Potential offerors are invited to provide comments regarding the DRAFT RFP and Industry Day to Franklin Wheeler, Jr., email: franklin.wheeler@disa.mil by 26 January 2005 at 1:00 PM EST. Email submissions are preferred. The anticipated release date of the FINAL RFP is 16 February 2005.
