Description
Sources sought for Information Technology Security Program Support Services Contract at the Bureau of Land Management and the Department of the Interior. Sources sought will have the capability to provide nationwide coverage with a well qualified IT Security workforce at any DOI site in the United States, Virgin Islands and Okinawa. DOI has approximately 2200 sites that may require visits and multiple sites that will require continuous presence at varying levels of effort. Key personnel must have appropriate certifications, e.g., Project Management Professional for the successful offeror's Bureau/Office level Project Manager, Certified Information Systems Security Professional for lead or supervisory personnel working an assigned task, etc. Other certifications may be deemed acceptable by the Contracting Officer's Representative (COR) for Key personnel performing a technical function. A single award purchase is essential for program services acquisition. Contractor support must be simultaneously involved with multiple aspects of the BLM program else critical dependencies will likely be missed. The Federal Information Security Management Act (FISMA) of 2002 states that federal organizations must implement an agency-wide IT Security Program that is applicable throughout the organization. It states that developing and maintaining an agency-wide information security program is required to satisfy the Government need of an integrated IT security program provider that can deliver a large quantity of consistent and integrated work across a variety of disciplines. This purchase addresses IT Security Support Services from a Program Level, not the sub-functions of the overall program. The Chief Information Officer (CIO) and Senior IT Security Officer are charged by the Federal Information Security Management Act to ensure establishing and maintaining an agency (Bureau) wide program which in turn implies that the program is integrated-that is-all functions are mutually supportive, consistent and presents strong evidence of continuity. One of the prime purposes of this SOW is to provide the assistance to restructure, establish and implement such a program. This would be difficult if not impossible with multiple awards. Also, multiple awards tends to result in environments were critical dependencies in a task for one contractor are delayed by another. A single contractor can adjust critical path items across multiple functional areas thus ensuring product delivery with the requisite quality assurance. This results from the tight coupling of all IT Security Functions. Furthermore, the DOI/ Bureau IT Security Program furnishes many of its services to the IT system or business owners. Where services to a business owner may span many program sub-functions, splitting the Program Level requirements among multiple awardees will require multiple teams (of contractors) to interface with the business owner on assigned tasks. This is not desirable from either a Program or Business owner standpoint as each looks to one team to be responsible for the assigned functions. Also a multiple award will cause a lack of consistency, continuity and functional integration as well as potentially significantly increasing costs to the IT Security Program's customer. Each of these aspects relate to major focuses of the FISMA, thus could also bring about a program failure and thus a violation of law. This procurement is targeted for firms that are on a GSA Schedule. This requirement is a base year with 4 one year option periods.
