Description
The Department of the Treasury, Internal Revenue Services has a requirement for a contractor to provide Commercial Off-The-Shelf (COTS) PC based actuarial software and technical support services in support of the Large and Midsize Business Division (LMSB) to assist with the audits of life insurance companies. This software will be used by up to 5 IRS life insurance actuaries in the audit of life insurance companies. The services shall encompass annual software maintenance, technical support services, help desk support, professional actuarial services, and training. The resultant contract will consist of one twelve month base period and four one-year optional renewal periods of performance. The required supplies and services have been determined to meet the definition of commercial items in accordance with Part 2.101 of the Federal Acquisition Regulation (FAR). This requirement is released as Solicitation Number TIRNO-05-00006. In accordance with Federal Acquisition Regulation (FAR) Part 19, this procurement has been deemed a total small business set-aside. As such, competition will be limited exclusively to small business concerns. However, the Government is encouraging reverse ?Mentor/Prot?g?? teaming arrangements to satisfy the requirements. Any large business interested in the requirement should consider teaming with a small business prime contractor and assist them in submitting a proposal for the required goods and services. The small business prime contractor must provide 50% or more of the required goods and services in compliance with FAR 52.219-14. The NAICS Code is 423430. The Small Business Size Standard is 500 employees. The solicitation document is posted on the IRS Procurement Internet site at http://www.irs.gov. Scroll down and click on Business Opportunities. Copies of the solicitation will be available on December 20, 2004. All relevant information regarding proposal preparation and submission is included in the solicitation document.
