Description
The NRC intends to issue a Commercial Item, Firm Fixed Price, Delivery Order Contract for a training course entitled, ?Pressurized Water Reactor Maintenance Training Overview Course.? The contractor shall furnish the necessary qualified personnel, materials, and services to conduct a four and one-half (4.5) day, thirty-six hour training course through a combination of classroom presentations, demonstrations, films, hands-on operation of actual equipment, and other training aids as appropriate. The contractor shall be required to have a facility capable of hands-on training of equipment involved in fuel movement such as upender, bridge and trolley operations, long and short fuel handling tools, other refueling tools, etc. Specific delivery orders will be defined through the issuance of individual delivery orders for this procurement. The proposed contract will be for a five (5) year period. The Request for Proposal (RFP) will be available on or about January 6, 2005. The solicitation will be available solely through the FedBizOpps website at http://www.fedbizopps.gov and any future solicitation amendments will also be distributed solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website, therefore, telephonic and written requests for hard copies of the RFP should not be sent and will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation. The size standard for this procurement is an average $5.0 million over the past three years, as set forth under NAICS Code 611430. Proposals for this requirement may be submitted by all concerns (i.e., large businesses, small businesses, and small businesses owned and controlled by socially and economically disadvantaged individuals). Notice to large businesses: The subcontracting plan requirements of P.L. 95-507 are applicable to this effort. Thus, all large businesses must be prepared to submit a detailed subcontracting plan. All businesses, large and small, interested in teaming arrangements, should send their business information (i.e., organization name, address, size of business, contact name and phone number) to the NRC Contract Specialist listed at the end of this notice. The NRC will post this information in a Teaming Opportunities list with the solicitation. In order to allow the Contract Specialist time to finalize the list and post it at the same time the solicitation is posted, all business information shall be received no later than December 30, 2004, at 4:00 p.m. All parties are advised that this list is not representative of all sources that may have an interest in the solicitation, which is available on the FedBizOpps website.
