- 17(i). This is a combined synopsis/solicitation in accordance with the format in FAR Subpart 12.6, and FAR 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 17(ii). The solicitation number H92239-05-T-0005 is issued as a Request for Quotation (RFQ). 17(iii). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. 17(iv). This procurement is unrestricted. All responses from responsible sources will be fully considered. The North American Industry Classification System (NAICS) is 332992. The size standard is 1,000 employees or less. 17(v). The contractor shall provide the following supplies: Ammunition by the following Department of Defense Identification Codes (DODICs), nomenclatures and quantities: A062, CTG 5.56MM LKD, 20,800; A064, CTG 5.56MM 4X1 BALL, 80,000; A071, CTG 5.56 BALL, 912,240; A111, CTG 7.62MM BLANK, 121,600; A131, CTG 7.62MM BALL 4X1, 128,000; A143, CTG 7.62MM LKD, 65,600; A011, CTG 12 GAUGE, 320; A059, CTG 5.56MM BALL, 21,840. All units of issue correspond with their assigned DODIC. 17(vi). This action is to provide required ammunition to US Army Special Operations Command at Fort Bragg, NC. 17(vii) Point of delivery is the Fort Bragg Ammunition Supply Point, Fort Bragg, North Carolina. Point of acceptance is the Fort Bragg Ammunition Supply Point. FOB point is destination. Ammunition must be delivered no later than 1600 hours EST, 14 January, 2005. 17(viii). FAR provisions and/or clauses referenced will be furnished in full text upon receipt of written request. Solicitation Provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Oct 2000) hereby incorporated by reference. Ammunition must be American-made or made in one of the countries listed under DFARS 225.872-1 as being excluded from this requirement under DFARS 225.103 Exceptions. 17(ix). Solicitation Provision FAR 52.212-2, Evaluation - Commercial Items (Jan 1999) is hereby incorporated, the evaluation factors are technical, past performance, and price. FAR 52.212-1, Instructions to Offers-Commercial Items; 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph (a) of the provision: "Quotes will be evaluated as to technical acceptability, price, and delivery of proposed ?Or Equals?. Award will be made to the lowest priced, technically acceptable quote from a responsible bidder submitting an offer found to be most advantageous to the government. The Basis of Award and evaluation factors is, in descending order of importance: (1) Technically acceptable, (2) Price and (3) Delivery.? 17(x). Contractors are reminded to submit a completed copy of the provision at 52.212-3 Alt I, Offeror Representations and Certifications-Commercial Items (Jul 02) with their quote. 17(xi). Clause 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 02) is hereby incorporated by reference. 17(xii). The following FAR Clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, with the following clauses being applicable to the solicitation: 52.203-6 Alt I, 52.222-21, 52.222-26, 52.222-35, 52.222.36, and 52.232-33; 17(xiii) Additionally, DFARS 252.204-7004, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Applicable to Defense Acquisition of Commercial Items, with the clauses 252.225-7001, and 252.225-7036 applicable. 17(xiv). The Defense priorities and Allocations Systems (DPAS) assigned rating for this procurement is unrated. 17(xv). NA. 17(xvi). Signed and dated quotes referencing the RFQ number H92239-05-T-0005 must be submitted, no later than 2:00 p.m. EST, 28 December 2004, to CPT Matthew Urbanic HQ,USASOC ATTN: AOCO (Matthew Urbanic), Fort Bragg, North Carolina, 28310. Electronic submissions will be accepted to the same deadline at FAX (910) 432-9345 or electronic mail ( urbanicm@soc.mil ). It is the offeror?s responsibility to confirm receipt. QUOTES SHALL INCLUDE: (1) original letter signed by an individual authorized to bind the organization, with a schedule of offered items to include all line items. Ammunition must be American-made or and/or include one copy of specifications and catalog literature on any quote of? or equals?. Any ?or equals? must meet the minimum salient characteristics to include functional and physical. Offerors who do not submit clear specifications will be considered non-reponsive and will be eliminated from competition, (2) completed Representations and Certifications, and (3) acknowledgement of any amendments that may be issued. Any amendments that may be issued will be published in the FedBizOpps, the same as this combined synopsis/solicitation. 17(xvii).
