Description
WASHINGTON METROPOLITAN AREA TRANSIT AUTHORITY (WMATA) RFP SF5070/CLE - On-call General Architectural and Engineering Services. WMATA is seeking the services of a highly qualified engineering/architectural contractor to provide on-call design services for WMATA?s capital improvements program, reimbursable projects and other engineering services and studies. The services will involve the design of new facilities as well as upgrade and/or expansion of existing ones. A wide spectrum of engineering disciplines may be required such as structural, mechanical, electrical and systems, architecture, train control and communications, preliminary engineering, environmental studies, utilities, etc. The contract term is five years. The successful A/E will be required to demonstrate that it possesses the necessary expertise in-house, or that it has the ability to acquire the expertise through subconsulting agreements. The ?on-call? A/E contractor will be qualified by the Brooks method, in two steps. The first step is submission of a qualification package addressing the following: (1) demonstrated specialized experience and technical expertise in the design, engineering and architectural support for an operating rail and bus systems; (2) past performance on contracts with transit authorities and other entities for professional services of the nature required under this contract; (3) demonstrated ability to offer innovative design concepts for value analysis ; (4) demonstrated ability to perform fixed-price and reimbursable design tasks in a timely manner to adhere to the Authority?s schedule; and (5) location in the general geographic area of the WMATA transit system or ability to provide a local office. In the second step, the recommended qualified proposers will be requested to submit their plan to address WMATA?s professional engineering needs and requirements, as they arise. A presentation of the plan will also be required. The best qualified proposer will be requested to submit price information. Proposers shall comply with E.O. No. 11246 as amended and DBE participation goal of 25%.
