Description
Synopsis ? The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), intends to issue an Invitation for Bids (IFB) for construction of a headhouse-greenhouse at the Natural Products Utilization Research Unit, located at the University of Mississippi, in Oxford, Mississippi. This action is a competitive HUBZone procurement in accordance with the Federal Acquisition Regulation Part 19.1305. The total estimated cost of construction is between $1,000,000 and $1,500,000. Time for completion will be 305 days after Notice-to-Proceed with construction is issued. A pre-bid conference will be held on or about December 7, 2004. Sets of plans and specifications will be available for a non-refundable charge of $150.00, payable by check or money order to USDA, Agricultural Research Service, and submitted to the attention of USDA, ARS, FD, FCB, 5601 Sunnyside Avenue, Mail Stop 5124, Beltsville, Maryland 20705-5124. The solicitation was released on November 8, 2004, with bids now due on January 12, 2005, at the Jamie Whitten Delta States Research Center, in Stoneville, Mississippi with the exact location and time identified in the solicitation. Number Note 27: The proposed contract is set-aside for HUBZone small business concerns. Offers from other than HUBZone small business concerns will not be considered. Status as a qualified HUBZone small business concern is determined by the Small Business Administration (SBA) in accordance with 13 CFR part 126. If the SBA determines that a concern is a qualified HUBZone small business concern, it will issue a certification to that effect and will add the concern to the List of Qualified HUBZone Small Business Concerns on its Internet website at http://www.sba.gov/hubzone. A firm on the list is eligible for HUBZone program preferences without regard to the place of performance. The concern must appear on the list to be a HUBZone small business concern. Offers are solicited only from HUBZone small business concerns. Offers received from concerns that HUBZone small business concerns shall not be considered. General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern?s employees or the employees of other HUBZone small business concerns; or Construction by special trade contractors, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern?s employees or the employees of other HUBZone small business concerns.
