Description
FORMAL NOTICE OF A76 COMPETITIVE SOURCING STUDY. This notice constitutes a revision to the May 27, 2004 FedBizOps announcement MSHA CS0001 for an A-76 cost comparison study for professional, administrative and management support services. This revision is for the purpose of changing some of the function areas to be considered under a competitive sourcing study. The revised study will be for Statistical Systems Support, Injury and Employee Information Support and Physical Science Technical Support (A-76 codes D930, T821, T820, T700, D101 U600, and W310 under the newly revised OMB Circular A-76, dated 29 May 2003. These services are located at Mine Safety and Health Administration locations in Denver, CO, Bruceton, PA, and Beckley, WV, The start date was May 31, 2004, until be concluded under the Standard Competition Process that covers twelve months. This Standard Competition study will review 33 FTE positions as follows: 1 Mine Safety and Health Specialist, 1 Secretary, 1 Statistical Reports Analyst, 1 Statistical Assistant, 5 IT Specialists, 19 Training Instructors and 5 Physical Science Technicians. The purpose of the A-76 study is to determine the least costly and most efficient method of operation as prescribed in the Office of Management and Budget (OMB) Circular A-76, "Performance of Commercial Activities", which sets forth the general policy of the Government to achieve economy and enhance productivity. The circular requires Federal agencies to review their commercial activities (CA) functions to determine whether it would be more economical to continue operating them in-house (i.e., with Government employees) or under contract with commercial sources. The review will be conducted in accordance with Circular A-76. The Competitive Sourcing Official (CSO) is Mr. Wayne K. Thomas, the Agency Tender Official (ATO) is Mr. Jay Mattos, the PWS Team Lead is Ms. Jean Whitlow and the MEO Team Lead is Ms. Kathy Knittel. The Contracting Officer (CO) is Darrell Cooper, CPCM. Interested parties are to send a request for a copy of the solicitation and provide an electronic copy of their corporate capabilities statement to the Contracting Officer at Cooper.Darrell@DOL.GOV. Firms interested in being included on a mailing list to receive a copy of the solicitation in January 2005, must register with the Contracting Officer via his e-mail address. No telephone or facsimile registrations will be accepted. No additional notice will be made when the solicitation is issued via electronic e-mail. No decision has been made to date as to whether the solicitation shall be set aside for small business. Interested parties are asked to identify their business size and status to the Contracting Officer when requesting a copy of the solicitation.
