- The purpose of this modification is to amend 0405RQ41121 by extending the closing date for this combined synopsis/solicitation until 21 December 2004. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. DOI, GovWorks, is issuing this solicitation. This requirement is for 85 each Executive Protection Assessment Surveillance Systems and Contractor Training for these systems. Please submit your cost and pricing proposal for these items in accordance with the enclosed Scope of Work. (See Below). This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). North American Industrial Classification System (NAICS) code 339999 applies to this procurement. This procurement is being issued as Full and Open. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17 and Defense Change Notice 20031001. FOB: Destination. Award will be based on best value to the government, which is lowest cost that is technically acceptable. This purchase is contingent upon the availability of funds. SCOPE OF WORK 1.0 INTRODUCTION Objective: the objective of this effort is to acquire 85 expandable and flexible surveillance systems to expand and enhance DOI's Surveilance and Counter Terrorism Activities. Benefits to be derived from the systems include: Identifying criminals and terrorists while stopping their activities in the most cost beneficial way: Securing evidence and information that is not other wise obtainable; Reducing investigative and surveillance time; Increasing organizational effectiveness and efficiency; Increasing executive and investigator safety; Enhancing agent morale because of increased probabilities of success; Reducing the cost of investigative/surveillance activities. Each Surveilance System's essential elements shall consist of the following: " Digital Video Recorder (160GB) with integrated multiplexer (reconfigured and repackaged) " System to dampen vibration for critical components " Custom designed video detection circuit replacing the video board in the standard unit. Additionally, this board will automatically switch all the in-car remote panel circuits to accept the interface with separately packaged out of car e.g. office control panel. " Custom bulkhead recessed pod on top or side (client choice) of case and contains a 19 pin Amphenol main connector, RJ45 (network) connector and an AC power inlet (for building use). " Power inverter " Distributed DC power to all cameras " Microphone preamp with selectable gain up to 50dB and low distortion " Control circuit for "In-Car Remote Control and Status Panel" " Interface for remote activation/deactivation at the start/stop of vehicle ignition " Manual recording options " Ventilation ¢ 2.0 Scope. Contractor shall provide the services and equipment necessary to design, develop, configure and deliver 85 surveillance systems to DOI. 3.0 TECHNICAL REQUIREMENTS Tasking: The following tasks shall apply to each of the 85 surveilance systems: Task 3.1 Contractor shall redesign and repackage systems and components to fit into a limited space. (Space requirements are specified under system components of this document) Task 3.2 Contractor shall develop and deliver systems that acquire and record imagery simultaneously from four (4) cameras with a modified digital video recorder and integrated multiplexer. Task 3.3 Contractor shall provide systems with automatic activation/deactivation of the systems with the vehicle ignition Task 3.4 Contractor shall provide an ongoing system and camera status augmented by special video and audio in-car manual controls for the driver or designated passenger Task 3.5 Contractor shall provide a compact TFT-LCD color monitor Task 3.6 Contractor shall provide camera mounts for each of four cameras for each system Task 3.7 Contractor shall provide cases, cables, connectors, etc. necessary to facilitate easy installation and movement of components. Task 3.8 Contractor shall design and develop surveillance systems which are interoperable with other like systems. Task 3.9 Contractor shall design and develop systems with equipment, which is capable of being housed in a variety of covert enclosures Task 3.10 Contractor shall conduct an 8 hour training session to provide operational and technical training at the contractor's facility sufficient for the deployment and maintenance of the provided investigative/surveillance technologies. The training session shall consist of the following subjects: " Managing the Integration of Technology to Accomplish the Objectives " How to Choose a Closed Circuit Television (CCTV) Camera " Understanding Lenses " Recording, Monitoring and Processing Equipment " Low Light Image Acquisition " System Operation Procedures " System Installation Techniques " Covert Installation Techniques " Open Discussion and Resolution of Individual Surveillance Situations Task 3.11 Contractor shall design, develop and deliver 85 surveillance systems, each system is to include the following Components: " Two (2) AQC2102-6036, Micro-miniature black and white, 3.6mm board camera, 1/3" high resolution 600 lines of resolution at .0002 Lux with IR sensitivity out to 1,040nm power from 8.4 to 14.5VDC at 114mA. This camera measures 20mm x 20mm with back to tip of lens height varying from approximately 14mm to 34mm depending upon the lens and encased in a machined metal EMI/RFI resistant black housing with an intrinsical combined signal and power cable terminated with a BNC (F) and AQC standard power connector. " One (1) AQC2310-6060, 6.0mm, F1.8, Color Camera, 400 HZ lines of resolution, ¼" CCD, .5lux, auto white balance, AGC, 8.5VDC to 15VDC (110mA @ 12VDC) polarity protected with metal EMI/RFI rejecting case (1.1" x 1.1" x .37" plus optic) with podding, and a combined power and signal cable terminated by AQC standard connectors. " One (1) AQC 2310-6080, 8.0mm, F 1.8, Color Camera, 400 HZ lines of resolution, ¼" CCD, .5lux, auto white balance, AGC, 8.5VDC to 15VDC (110mA @ 12VDC) polarity protected with metal EMI/RFI rejecting case (1.1" x 1.1" x .37" plus optic) with podding, and a combined power and signal cable terminated by AQC standard connectors. NOTE: In order to satisfy the lens requirements, it may be necessary to change the aforementioned cameras slightly. Any replacement will be equivalent and will require the highest resolution available for the particular camera size is required. " One (1) AQC4234 Executive Protection Assessment System containing four (4) channel, digital video recorder with integrated multiplexer (expandable to six channels) with 160GB of memory (expandable to 600GB) in MPEG and capable of real time monitoring at 30 frames per second (with four camera inputs this unit will actually record 15 frames per second in the highest resolution for approximately 12 hours with reserve for archived video). The AQC4234 is to be reconfigured and repackaged to afford a more compact size of approximately 16.75" x 13.5"x 5". The interior board framing structure is to be dampened for the vibration protection of critical components. The hard drive is to be further isolated with foam augmented by additional padding of the lid of the case. A custom designed circuit board to provide video detection circuits to replace the video board in the standard unit. This board shall also contain relays which automatically switch all of the in-car remote panel circuits to accept the interface with a separately packaged out of car e.g. office control panel. Signal access to the AQC4234 shall be through a custom bulkhead recessed pod containing the main 19 pin Amphenol connector, RJ-45 (network) connector and A/C power inlet. Furthermore, it shall also contain power inversion and distributive DC power to all of the cameras. This case will contain a control circuit for the in-car remote control and status panel along with the capabilities for activation/deactivation of the entire system predicated upon start/stop of vehicle ignition. Other manual recording options along with provisions for ventilation shall be included. This unit shall have the capability of 60 fields per second in digital duplex with a variety of 27 recording speeds and individual camera field recording assignments. It is anticipated that the greatest field rate and highest resolution will be preset for all field operations; however, the unit shall provide other flexible options for future applications. Audio recording at -8dBS, 27K Ohms unbalanced up to 1 field/per second. When utilized with the separately provided AQC4235 "Out of Car Remote Control Panel, the activities recorded can be viewed by: motion, time/date and alarm searches, along with downloading to a removable compact flash. This unit is LAN/WAN controllable with built-in Ethernet port, browser control, multi-view displays, etc. Additionally, the recorder shall provide menus in English, French and Spanish, while affording a direct microphone input. The AQC4234 shall be housed in a hard shell case with the modifications as noted above. The total weight of the AQC4234 is approximately 16lbs. " One (1) AQC4235, Wired "In-Car Remote Control and Status Panel". This small enclosure may be mounted conveniently in the vicinity of the driver or any passenger as it provides a visual indication for the operating status of each camera and the recording system. This status panel shall consist of four (4) green LEDs, one (1) red or yellow LED, one (1) red illuminated recording button and a black reset button to silence the beeping alarm in the event of a malfunction. This enclosure could include the remote microphone; however, a low vibration microphone installed near the ceiling would provide great voice intelligibility, etc. The AQC4235 measures approximately 1.75" x 3.75" x 1". The electronics contained in this box can be configured in a variety of different ways to ergonomically accommodate the available vehicle mounting space. " One (1) AQC4236, "Out of Car Remote Control Panel" providing full function control of the AQC4234. This control panel will be provided in a separate small case (approximately 5.5" x 5.5" x 17.75") with rapid connection to the 19 pin Amphenol connector on the AQC4234. The panel will provide capabilities to: program, view, adjust speeds, camera assignments, search, archive, download etc. It is noteworthy that the AQC4234 can be controlled by the AQC4236 or through the network connection. " One (1) AQC4705, 5.6" TFT LCD color active matrix monitor with the capability to be powered buy either a detachable "AA" battery pack or 12VDC. This monitor is capable of producing 960 x 234 and is manufactured with an internal speaker and controls for: tint, color, brightness and volume. This monitor has a black anti-slip case and is to be supplied with: o 120VAC to 12VDC, 700mA power supply o Vehicle cigarette lighter plug o Video and audio signal cable o Flexible monitor mount o AQC4705-100, Operational/protective weather resistant soft case with sun shield " One (1) AQC5560, Miniature Audio Single Channel Pre-Amplifiers contained in a metal EMI/RFI box measuring .5" x .75" x 1.5" with an 3.5mm locking microphone connector and detachable power connector. The AQC5560 is regulated, filtered and capable of operating on power of 5VDC or higher. This pre-amplifier is polarity and over voltage protected. The AQC5560 consumes approximately 150 uAmp and has selectable gain up to 50dB with low distortion. Two (2) AQC5560, Miniature Audio Single Channel Pre-Amplifiers contained in a metal EMI/RFI box measuring .5" x .75" x 1.5" with an 3.5mm locking microphone connector and detachable power connector. The AQC5560 is regulated, filtered and capable of operating on power of 5VDC or higher. This pre-amplifier is polarity and over voltage protected. The AQC5560 consumes approximately 150 uAmp and has selectable gain up to 50dB with low distortion. " One (1) AQC5573-001, Miniature Low Vibration Microphones encased in a custom designed clear silicon vibration pad. This microphone has been designed to provide a minimum Doppler modulation of voice for improved digital processing and intelligibility. The AQC5573 is designed for mobile and room applications and the output can be customized for specific applications. " Four (4) AQC7500M, Covert Surveillance Mounting Kit consisting of a custom miniature windshield mount for cameras with the ability for adjustment in the XYZ axis. " Included as part of each system are to be all the power and signal cables, connectors, manuals, etc. necessary for the system to be utilized in a mobile mode. All components necessary to accomplish a vehicle installation other than the AQC4234 (which is in its own case) shall be contained in a soft weather resistant system case. 3.0 ADP ENVIRONMENT? N/A 4.0 DELIVERABLES AND DELIVERY This section establishes the requirements for deliverables under this statement of work. Specific deliverables are further detailed in each Task established by the SOW. 4.1. Documentation All deliverables shall be in a format compatible with DOI Standard software applications (MS Office). 4.2. Rights The Government shall maintain exclusive rights to all documentation under this contract. The contractor shall not transfer any data outside of DOI without the written approval of the contracting officer. 4.3 Reports The following reports are required Support Area Title Delivery Date/Description Management Technical Proposal Before contract award Management Cost Proposal Before contract award Management Financial Report 15th of the month following Management Activity Report 15th of the month following 4.4. Deliver Date. Contractor shall deliver 85 operational surveillance systems within 120 days after contract award. 4.5 Acceptance criteria. Operational acceptability of the systems GOVERNMENT FURNISHED AND CONTRACTOR ACQUIRED RESOURCES 5.0 Government Furnished Resources 6.1 General. The contractor must specifically identify in the technical proposal the type, amount, and time frames for any government resources that are required. 6.2 Contractor Acquired Property. Materials are to be provided by the contractor when essential to the task performance, noted in this SOW, and specifically approved by the Government Client Representative for amounts not to exceed the ceiling price identified prior to purchase. All materials provided by the contractor for the use or ownership of the Federal Government, becomes the property of the Federal Government. All software/code purchased, provided, written, or developed under this contract for the use or ownership of the Federal Government, becomes the property of the Federal Government. The contractor in the monthly status report shall document the transfer of all materials. 7.3 Place Performance. All work and training is to be performed at contractor's facility. 7.4 Duration of Task. Up to 140 Days beginning on the date of contract award.
