- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 488190, Size Standard $6,000,000. Solicitation/Purchase Request number FOX51N53070100 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-5 effective 05 October 2004. The Government intends to award (3) Contract Line Item Numbers (CLINs) for the work described in the below Statement of Work (SOW). QUANTITY: Strip and paint three T-41 / Cessna 172 Aircraft. DESIRED PERIOD OF PERFORMANCE: CLIN 0001 - January 2005; CLIN 0002 - February 2005; CLIN 0003 ? March 2005. For all above CLINs, the following applies: FOB: ORIGIN. Inspection and Acceptance: ORIGIN. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial Items; In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made on the basis of price. Offeror will be evaluated in accordance with FAR 13.106-2. GENERAL PROVISIONS LIST OF FAR CLAUSES INCORPORATED BY REFERENCE The provisions of the following clauses set forth in the Federal Acquisition Regulation (FAR) or DoD FAR Supplement are hereby incorporated into this order or contract by reference with the same force and effect as though herein set forth in full. As used in the following clauses, the term "Government" is deleted and the abbreviation "NAFI" is substituted in lieu thereof. The date of each clause shall be the current date set forth in FAR or DoD FAR Supplement on the issuance date of this order or contract. Clauses made inapplicable by the reference or by the kind of order, contract (e.g., orders or contract for services instead of supplies) or dollar amount are self-deleting. This purchase does not involve federal tax dollars. STATEMENT OF WORK Strip and Paint (3) T-41 / Cessna 172 aircraft The contractor shall paint the aircraft in accordance with this Statement of Work and all other applicable regulations. 1. Description: The contractor shall strip, prime, and paint three (3) T-41 / Cessna 172 aircraft. These aircraft are located at Hanscom AFB but shall be flown by Hanscom Aero Club personnel to the contractor?s facility for performance of this requirement. a. Aircraft will be prepped with an approved primer. b. The paint used will be Dupont Imron or its equivalent. c. The color for the aircraft shall be Juno White with one red stripe and one blue stripe. d. Contractor shall balance flight control surfaces after the aircraft is painted. e. Contractor shall be responsible for performance of this requirement and shall adhere to the arrangement for drop-off and pick-up of the aircraft that will be coordinated with Hanscom Aero Club POC. 2. Period of Performance: Performance shall occur between 1 January 2005 and 31 March 2005. It is estimated that the schedule will be as follows: Aircraft # 1 ? January 2005 Aircraft # 2 ? February 2005 Aircraft # 3 ? March 2005 3. POC?s: The contractor shall contact Mr. Alan Brown, Hanscom AFB Aero Club Manager, at 781-377-5160 for coordination and for all concerns that arise with regard to performance of this requirement.
