Description
The National Science Foundation (NSF) intends to procure, on a sole-source basis, the High Tech Indicators (HTI) statistical series for 2005. The HTI include four “Input” indicators predictive of future competitiveness of 33 nations and one “output” indicator that gauge current competitiveness. Additionally, suitable indicators of national technological competitiveness, which are based solely on statistical data, will be benchmarked to the traditional HTI series that combines statistical and expert opinion measures. This is a proprietary activity of a special nature. The Georgia Technology Policy and Assessment Center (TPAC) is uniquely qualified to undertake this work because they have led the development of the High-Tech model since the early 1980s. In addition, the HTI Model is only offered by TPAC, and they alone have access to the micro data supporting the earlier results. There are no other known sources. The statutory authority permitting other than full and open competition is 41 U.S.C. 253 (c)(1). Interested persons may identify their interest and capability to respond to the requirement of submit proposals. The notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An ombudsman has been appointed to help resolve any offeror’s non-routine matters or concerns that may not have been sufficiently addressed by the Contracting Officer.
