Description: The Naval Medical Research Center has a requirement for the production, test, and release of preclinical and clinical research Clinical Seed Stock (CSS) and a Master Viral Bank (MVB) of adenovirus-vectored malaria vaccines produced in a cell line sui table for human use. The current Good Manufacturing Practices manufacturing of vaccine product will be based on existing Vector Seed Stocks generated by GenVEC, Inc., Gaithersburg, Maryland using their proprietary cell-line for the production of adenoviru s-vectored vaccines. Manufacturing is set to begin in April 2005 to have CSS material available for pre-clinical safety and toxicology testing four months later, and to have MVB available for clinical testing four months following the safety and toxicolog y testing. The intent is to award a sole-source award to GenVec, Inc., as it is the sole proprietary holder of the GV11 vector compatible helper cell line required to produce recombinant adenovirus particles encoding malaria antigens suitable for use by th e Naval Medical Research Center Malaria Program. The proposed contract is 100% set aside for a small business concern. See note number 22.
