- This synopsis is published to the requirement of Federal Acquisition Regulation (FAR) Subpart 5.201. The U.S. Department of Labor, Employment and Training Administration (DOL/ETA), is contemplating soliciting proposals to select a contractor to provide support services to Job Corps centers. These support services include career development and placement, transition services, pre and post separation services and mentoring. The period of performance shall be twelve (12) months from the date of execution, plus four 1-year options at the government’s discretion. The North American Industry Classification System code is 541611 with a size standard of $6 million. Pursuant to FAR 19.202-2, Locating Small Businesses, DOL/ETA is soliciting capabilities statements from small business concerns to determine to the maximum extent possible if there are any qualified small business concerns capable of performing the Job Corps support services requirement. Qualified sources that are interested are invited to submit a Statement of Capability (SOC), not to exceed ten (10) pages in length, within fifteen (15) days of this publication. The SOC should demonstrate the interested source’s experience in providing students with access to services that support successful transition, identifying and making referrals to suitable employment or educational opportunities, providing on-going counseling and support to resolve job-related issues and to support job retention, and address urgent needs including contingency housing, childcare, health services, social services, legal services and transportation. The SOC should also demonstrate the existence of an effective volunteer program, through a nationwide urban and rural network and meaningful linkages and organizations that provide support resources which will enable separating students to transition successfully to the community and workforce. Responses to this synopsis must be in writing. No telephone inquiries will be accepted. Responses must include the SOC and reference the synopsis number PAR050371, and DOL contact, Ms. Jillian L. Matz, Contract Specialist, 200 Constitution Avenue, N.W., Room N-4472, Washington, D.C. 20210. No award will be made based on any offeror or proposal received in response to this notice.
