Description
Sources Sought for Development of Alternative Source Active Radio Frequency Identification (RFID) Prototype Transponder Sources are being sought for the engineering development of alternative source Active Radio Frequency Identification (RFID) Prototype Transponder product. The Government will require unrestricted free use of developed manufacturing specifications, enginee ring drawings, and tested prototypes to enable the Government to competitively outsource the manufacture of specified active RFID product and to continue further open-source development of this technology. Prototype products must be sufficiently mature to verify full functionality and be fully interoperable and backward compatible with currently fielded DOD Active RFID equipment purchased from a sole source RFID-II Contract DABL01-03-D-1002 (contract and specification information available at http://www.ei s.army.mil/AIT/contracts/rfidii.asp). Development is to include, but is not limited to, electronic component design, air interface protocol, firmware, software, and physical form that can pass hazards of electromagnetic radiation to ordnance (HERO). All items must be designed to operate in the worldwide physical environment of current and future DoD deployments. Specifically, the Government is considering a contract for prototype development and testing of required alternative source for Active RFID data rich transponders. The current requirement for the active RFID data rich transponders, at a minimum, include b ut are not limited to a memory size of 128 Kbytes, unobstructed read distance of at least 300 feet, battery life of four years, and operate at an FCC approved 433.92 Mhz frequency. Design and prototypes of handheld, fixed, and transportable interrogators (readers) and transponder writing stations, if determined necessary for development of alternative source, may also be required. Information regarding contractor capabilities to design, develop, prototype, and test, as well as commercial availability of current Active RFID transponder technologies and products is also sought. Potential sources are invited to provide information reg arding the capability for design, development, and testing of the required Active RFID prototype transponder, prior experience in developing air interface protocols, potential development timelines, and current active RFID offerings. Potential sources are requested to address any specification and air protocol issues, mail product information and relevant GSA Schedule information, if available, and identify Internet Web sites containing relevant information. Potential sources are furt her requested to provide pricing information for all offered products and engineering services. The Government neither authorizes nor consents to the use or manufacture, in responding to this announcement, of any invention described in and covered by a United States patent. Potential sources are requested to provide their CAGE Code, type of business, e.g., small business, small disadvantaged business or a woman owned small business, veteran owned business, manufacturer, etc., and whether their firm is registered in the Centra l Contractor Registration (CCR) database (http://www.ccr.gov/).
