- In accordance with FAR 15.201(e), the Defense Advanced Research Projects Agency (DARPA) Information Resources Directorate (IRD) is seeking information and capabilities statements from responsible HUBZone and service-disabled veteran-owned small business concerns capable of conducting special studies and analyses for the Director, IRD. Current requirements include the following three tasks: Task 1 – Security Command Center Study, Task 2 – Off-site Storage of Back-up Data Study, and Task 3 – Records Management Study. Task 1 requires (1) an analysis to determine the current state of security data collection, integration, analysis, and correlation, and (2) multiple recommendations for options to achieve the optimum equipment/software configuration and a utilization methodology to achieve the most effective collection, integration and analysis of security data. Task 2 requires (1) an analysis to determine the current state of data back-up and storage, and (2) multiple recommendations for options to achieve optimum data back-up and storage methodology as well as the design of more effective retention schedules and procedures. Task 3 requires (1) the study of the unclassified current DARPA electronic and paper records management program, and (2) proposals for new, more efficient processes and capabilities to better manage electronic records at DARPA. To assist in determining qualified sources for future acquisitions, all business firms responding to this synopsis must provide: (1) The name of the firm, point of contact with phone number and e-mail address, number of employees of the firm for the past 12 months, and annual gross revenue for the last 3 fiscal years; (2) Detailed information supporting their capabilities and qualifications to provide the required services (specify Task 1, Task 2, and/or Task 3); (3) Specific relevant contracts being performed or recently completed, detailed description of the work, explanation of how work relates to DARPA’s requirement, number of employees working on contract, annual and total dollar value of contracts, contract numbers, points of contact and phone number/e-mail addresses; and (4) Any other pertinent information that would enable the Government to assess the firm’s capabilities. Small business concerns responding to this synopsis must (1) state that they are a small business based on the following NAICS codes and size standards: NAICS 541512/SBA size standard of $21 million for Tasks 1 and 2; NAICS 541611/SBA size standard of $6 million for Task 3; (2) identify whether they are currently either certified HUBZone or service-disabled veteran-owned; and (3) indicate whether they can provide commercial items to meet the Government’s needs (specify GSA Schedules Program information, if applicable). It is imperative that firms respond with the required information so that capabilities can be evaluated accurately. This synopsis is for information gathering and planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. All interested firms must submit a separate, complete package for each Task to which they are responding (original plus 3 copies), not to exceed 10 single-sided pages per Task, to the attention of Mr. Douglas M. Pollock at the address indicated below, for receipt no later than 5:00 PM ET on January 18, 2005. Responses may not be e-mailed or faxed. Questions concerning this project must be submitted in writing to the same address or faxed to 703-469-2071, by January 3, 2005. Telephone requests will not be honored nor will requests faxed to 703-696-2208. This FedBizOpps notice, which constitutes the complete RFI package, is not a Request for Proposals (RFP), and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this synopsis. Any costs incurred as a result of responding to this announcement shall be borne by the respondent and cannot be charged to the Government for reimbursement.
