Description
The Department of Homeland Security (DHS) intends to negotiate, on a sole source basis under the authority of 41 U.S.C. 253?(1) of the United States Code and FAR 35.107, with the Massachusetts Institute of Technology ? Lincoln Laboratory of Lexington, MA for a pilot demonstration of the Biological Agent Correlation Tracker (BACTrack) program aimed at addressing the most pressing vulnerabilities associated with bio-defense technology. MIT/LL is nationally recognized for system level work in National and Homeland Security as well as leadership in a number of key bio-defense technology efforts. In the area of Biodefense MIT/LL has lead a number of critical studies for the Department of Defense, developed leading edge technology items, and is a key technical team member in providing technical support for operational chemical and biological weapons defense for the Pentagon. In this particular effort MIT/LL will prepare for a demonstration of their novel BACTrack syndromic surveillance system including obtaining approval from requisite organization and review boards, selecting a target population, and preparation of software. Over the past two years, Lincoln Laboratory has designed implementation methods and made performance estimates of the BACTrack system using line item funds. Lincoln Laboratory is a recognized expert in both the basic science and technical exploitation of system level chemical and biological defense. With both of these factors, the range of research capabilities and awareness of operational and system concepts for the BACTrack system cannot be duplicated without significant delay and additional cost to this effort. The period of performance shall be four months from the date of award. This notice of intent is not a request for competitive quotations and no solicitation package will be issued. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
