- The Department of Health & Human Services, Centers for Disease Control & Prevention (CDC), Atlanta, Georgia, has a requirement for on-site supplies and services required for facility maintenance, operation and shop services. The places of performance are: the Roybal Campus at 1600 Clifton Rd., Atlanta, GA; the Chamblee Campus at 4770 Buford Highway, Atlanta, GA; and, the Lawrenceville Campus at 602 Webb Ginn House Rd. in Lawrenceville, GA. The contractor shall provide the services for designated buildings on the three campuses. The service may be expanded to include more buildings as requirements increase as the result of current and planned construction of additional facilities on these Government properties. The service may also include the operation of a supply warehouse, to be included in the contract as an option. The CDC is one of the world?s foremost medical facilities and is the principal Federal agency for the conduct and support of biomedical research on communicable diseases in the United States. The Roybal Campus to be maintained under this contract is a multi-building campus with buildings varying in age from new to 45 years of age. The buildings house laboratories offices, auditoriums, classrooms, television studios, steam and chilled water plants, electrical generators and all equipment required to operate and support laboratories. The laboratories are Bio-Safety Levels 2, 3 and 4. CDC?s Chamblee Facility is a multi-building campus with 35 buildings varying in age from 1 year to fifty years. The facility is located on 47 acres of developed land, adjacent to Peachtree Dekalb Airport and the Internal Revenue Service facility. The buildings house freezers, laboratories, a snack bar (a cafeteria will be included in building 106 which will begin construction in 2006), electrical power generators, offices, storage areas (including chemical storage), research animal confinement areas and various other support areas. CDC?s Lawrenceville facility is comprised of 13 buildings ranging in size from 600 square feet to 40,000 square feet, all of which are about 35 years old. The facility is located on 80 acres of undeveloped land of which 80 percent is pasture. The buildings house freezers, laboratories, electrical power generators, offices, storage areas (including chemical storage), research animal confinement areas, and various other support systems. This is a follow-on contract. Services are currently being performed by Four Seasons Environmental, Inc., located at 60A American Way, Monroe, Ohio 45050-1243, under Contracts 200-1999-00048 and 200-2000-00023. The contracts will expire March 31, 2005. This procurement will be processed under full and open competition as a 100 percent SMALL BUSINESS SET-ASIDE. The NAICS code for this requirement is 561210 with a size standard of $30.0 Million. These services are required for a period of one year and four one-year options to begin April 1, 2005. The contract type will be Cost plus Fixed Fee, with provisions to place both fixed price and cost reimbursement type delivery orders. The contractor shall be required to provide fully trained and qualified personnel to accomplish the operation and maintenance of the CDC facilities. A suitability determination for security purposes is required for each on-site contractor. Award of the resultant contract will be based on the Best Value to the Government as established by the tradeoff process evaluation approach, cost and non-cost factors considered. The Government intends to release the final solicitation, including any subsequent amendments, via the FedBizOpps web site at http://www.eps.gov/.
