- The Intramural Research Program (IRP), National Institute on Drug Abuse (NIDA), National Institutes of Health (NIH) intends to negotiate on a sole source basis with the University of Maryland at Baltimore, Maryland Psychiatric Research Center (MPRC) in Baltimore for a project entitled ?Residential Research Support Services?. We anticipate a 5-year cost reimbursement type contract with 5 1-year options for a residential clinical research program and medical treatment unit for individuals with a current dual diagnosis of mental illness and drug addiction. The project will house and deliver support to people with psychiatric disorders. Additionally, an established infrastructure is necessary to provide research support for acquisition, recording, storage and retrieval of research data for clinical research studies. Trained staff, clinical infrastructure and support services to conduct clinical residential research and provide routine and consulting medical care is required. Also required is a Joint Commission of Accreditation of Healthcare Organization (JCAHO) certification which is necessary to conduct clinical research under good clinical practice guidelines as required by the NIH. An appropriate shuttle/transportation service must be provided to move IRP residential research participants from the primary site to the Johns Hopkins Bayview Medical Center campus, for imaging to be conducted at the NIDA/IRP PET facility. A 5-mile radius is required from the primary site of service to the residential facility. Also, an effective arrangement with an emergency care provider within the same radius is required for the safety of the participants. The project requires extensive experience in the conduct of neuropsychiatric research, which includes therapeutic and non-therapeutic research with a focus on drug trials and neuroimaging. Statutory authority to justify this procurement is 41 U.S.C. 253 (c)(1) as set forth in the FAR 6.302-1, Only One Responsible Source. See Numbered Note 22 and 26.
