Description
SINGLE SOURCE PUBLIC ANNOUNCEMENT ANNOUNCEMENT OF DECISION TO CONTRACT WITH UNIVERSAL WEATHER & AVIATION INC., ON A SINGLE SOURCE BASIS, FOR THE ACQUISITION OF SECURITY TYPE - ADMINISTRATIVE SERVICES. This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4 - Single Source Selection Procurement Process, Subpart 3.2.2.4.1.2. The purpose of this announcement is to inform industry of the FAA's intent to contract, in an amount greater than $100,000, via single source contract procedures. The FAA plans to award a single source contract to Universal Weather and Aviation, Inc. Universal is the only known source available that has the understanding and expertise to accomplish this unique Aviation System Standards (AVN) requirement. The required services will be performed at the Ronald Reagan Washington National Airport (RRNWA) in Washington, DC. Universal will handle arrangements, diplomatic permits, computer flight plans/analysis and further miscellaneous services for the FAA's aircraft based at Hangar 6, RRNWA. The North American Industry Classification System Code is 561110. Other concerns who feel they have the ability to meet the needs of our requirement are requested to provide written notification (including company name, telephone number with a point of contact) to the contracting officer listed in this notice, with reference made to market survey file # DTFAAC-05-R-00459, within 7 calendar days from the date of this announcement. Responses should provide information regarding the ability of your concern to satisfy the Government's requirement. The Government will consider all responses to this market survey prior to further acquisition action. Any information received as a result of this announcement will not be provided to other contractors and will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The final determination by the Government not to open this requirement to competition, based on any information provided in response to this announcement, is solely within the discretion of the Government. Responses and/or questions to this market survey shall be submitted in writing and directed to Michele D. Mustin, Contracting Officer, no later than close of business 30 DEC 04 at: (405) 954-3030 (facsimile) or by e-mail: michele.d.mustin@faa.gov. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA. No entitlement to payment or direct or indirect costs or charges by the FAA shall arise as a result of submission of responses to this announcement, and the FAA's use of such information. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: DOT, Office of Small and Disadvantaged Business Utilization (SADBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
