Description
The Department of Transportation, Federal Railroad Administration (FRA), has a requirement to acquire contractor support for engineering and operations services to design, fabricate, operate, maintain, and analyze the results from specialized instrumentation, including Government furnished equipment such as the Gage Restraint Measurement System (GRMS) Car (T-18), the Highspeed Research Car (T-16), Ride Quality Measurement System (RQMS), Instrumented Wheelsets, and/or other specialized data collection systems which may be acquired during the course of the contract. The contractor will also support FRA research programs by providing engineering analysis and technical support to joint efforts conducted by FRA with other organizations, such as the Association of American Railroad at the Transportation Test Center, American Railway Engineering and Maintenance of Way Association (AREMA), state organizations, Amtrak or other individual railroad companies. The contractor shall provide all materials, labor and facilities required to meet the requirements. The anticipated contract type is Indefinite Delivery/Indefinite Quantity, cost-plus-fixed-fee. Specific requirements will be defined by individual task orders. The contract period of performance shall be for a base period of three years and two consecutive one-year option periods. It is estimated that approximately 35,000 labor hours will be required annually for a total of 175,000 labor hours inclusive of all options. The solicitation and any related documents for this procurement will be made available to interested parties through electronic media available for downloading via the Internet at Federal Business Opportunities (FedBizOpps) at http://www.fedbizopps.gov. No paper copies of the solicitation will be available. Potential offerors shall be responsible for monitoring the Internet site for the release of the solicitation, amendments (if any), and responses to any questions submitted in accordance with the solicitation provisions. This is an unrestricted solicitation, and all responsible sources may submit a proposal that will be considered by the agency. Tentative procurement milestones for this requirement are: (1) Issuance of the RFP on or about February 14, 2005; (2) Proposals due on or about March 29, 2005; (3) Oral presentations week of April 11, 2005; (4) Initiation of negotiations on or about April 19, 2005; (5) Contract award on or about April 28, 2005. These tentative milestones are provided for contractor planning purposes and are subject to slight variations by the Government. Because of the urgency of the requirement, contractor requested extensions may not be granted.
