Description
This is a notice for sources sought. This is not a solicitation. The United States Army Engineering and Support Center, Huntsville (USAESCH) is interested in identifying Small Business Administration certified 8(a) small disadvantaged businesses wi th the capability to provide support to the Military Munitions Response Program (MMRP) and the Coalition Munitions Clearance (CMC) program. MMRP is the program that Department of Defense agencies, including USAESCH, utilize to identify, and clean up curre nt and formerly used defense sites containing surface and buried military munitions. Response at these sites is typically performed under the requirements of the Comprehensive Environmental Restoration and Recovery Act of 1976 (CERCLA) with amendments. U nder the CMC program, the US Army Corps of Engineers support the US Department of Defense recover, secure and destroy foreign munitions in Iraq and other foreign countries. USAESCH is seeking information on 8(a) small disadvantaged businesses with recent , relevant experience and capabilities in the following areas: 1. Community Outreach/Public Involvement  publish drafts and final fact sheets; participate in public meetings at the governments request; acquire appropriate location for public meetings; update/create public involvement plans and site specific annexes; send letters to project stakeholders for meeting announcements, publish notice of intent/meetings in local newspapers, refer all public inquiries to the Chemical Warfare Material (CWM) Design Center; update videos for CWM, Chemical Agent Identification Se t (CAIS), etc. when requested; assist with educational training sessions when necessary; provide administrative support services such as typing, copying, document management, filing and financial recording. 2. MMRP and CMC Support  perform cost analysis and contract invoice reviews; create various reports using office automation software such as Microsoft PowerPoint, Microsoft Word, and Microsoft Access; perform database design, management, and operation; pr oject management and scheduling with software such as Primavera; provide technical and project management support of Geographic Information Systems (GIS) for the CMC program; technical support for Military Munitions/Unexploded Ordnance (UXO) policies and p rocedures development; knowledge of military security policies and procedures; perform technology evaluations; make recommendations regarding all phases of the MMRP and CMC processes and procedures; support MMRP and CMC documentation and communication via mentoring, conferences, and other outreach mechanisms. It should be noted that USAESCH is seeking information on 8(a) small disadvantaged businesses able to provide support services in most or all of the above listed areas. USAESCH is not seeking information on firms capable of providing support services in o nly one or a few of the above listed areas. USAESCH does not envision any requirement for 8(a) small disadvantaged businesses to provide on-the-ground support in any CONUS conflict areas, or to provide UXO safety specialists to CONUS or OCONUS MMRP field projects. 8(a) small disadvantaged businesses with capabilities in most or all of the above listed areas are encouraged to submit information documenting their firms capabilities, experience, personnel, and office location to the U.S. Army Engineering and Support C enter, Huntsville, ATTN: Eunice Jett-Day, 4820 University Square, Huntsville Alabama, 35816-1822 by 1600 hours on 6 January 2005.
