- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on-line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is an amendment to synopsis number N00178-05-Q-2011 that changes the unit of measure, extend the closing date and answers questions. The following items are applicable to this amendment: The Naval Surface Warfare Center, Dahlgren Division intends to purchase 14,383 Square Feet of Commercial Carpet. 1. The closing date will be January 3, 2005 with an anticipate award date of January 5, 2005 2. Questions and Answers. a. Question: Will we need to rent a warehouse to store the carpet? Answer: There is no storage room available on site for Carpet. Carpet delivery should be staggered such that all rolls of carpet are not delivered at one time. b. Question: If we don't need a warehouse, do you have equipment to unload 75 rolls of carpet (tow motor and carpet poles)? Answer: There is no equipment (tow motor / carpet poles) available for use. c. Question: How many rooms are going to be available at a time to lay carpet? Answer: Carpeting of classrooms must be coordinated in such a way that no more than four (4) classrooms are worked each day. Carpet installation dates must be staggered as required to allow for disconnection and removal of computer equipment and furniture. ATRC requests flexibility on the part of the carpet vendor and installers to allow adequate preparation of classroom/workspace within the allotted timeframe. In some instances, it may require seven to ten days preparation time between carpet install dates d. Question: Can we put a dumpster on site for old carpet? Answer: Vendor/Installer may, if desired, put a garbage dumpster for disposal purposes provided the following is met: 1-Dumpster is either away from the building or locked within the ATRC compound. 2-Vendor/installer assumes responsibility for dumpster and its proper use and disposal. e. Question: Is there a deadline once the job is started? Answer: The period of performance is 14 Jan 04 ? 31 Mar 05. f. Question: How much cove base is required? Answer: Approximately 3000 feet (30 100' - 120? foot rolls) of cove base is required to do the necessary space. g. Question: Is the carpet a direct glue installation Answer: Direct glue method of installation is preferred. h. Question: Do you require a specific kind of carpet glue and cove base glue? Answer: Multi-purpose carpeting adhesive is acceptable. i. Question: How are payments going to be made Answer: We will consider milestone payments of Small Businesses. j. Question: Are we going to move Furniture in these rooms Answer: The Navy will responsible for moving all furniture, Computers, and connections within the rooms.
