Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood the FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. In an effort to improve communication between the Small Business community and Naval Sea Systems Command (NAVSEA) Warfare Centers' customers, a new Small Business Web site has been created. The key element of the new Web site is the Small Business Tool, through which small businesses create profiles of their capabilities. Prospective customers, including government technical and acquisition personnel and large businesses, will use the Small Business Tool to become aware of the small businesses' capabi! lities. Unlike broader industry search tools, the business profiles created on the new site will be specific to the missions and requirements of the eight NAVSEA warfare centers. Small Businesses that desire to create warfare center capability profiles and large businesses interested in using the site to identify small business subcontractors are invited to visit http://www.nswc.navy.mil/SBI/ to register. A small business that is not familiar with NAVSEA warfare center requirements may preview them from this page to determine if registration is appropriate for that firm. After registering, a small business will receive a password via e-mail and will then be able to log in and create a business profile. Registered Government users and large businesses will be able to create watch lists for the capabilities they seek in prospective small business contractors and subcontractors. IMPORTANT NOTE FOR SMALL BUSINESSES: The site contains specific guidance on creating small bu! siness capability profiles. Small businesses are cautioned to follow this guidance very carefully. The goal is to populate the Small Business Tool with accurate and realistic profiles in order to efficiently match the capabilities and competencies of the Small Business Sector with the specific needs of the warfare center customers. Historically Black Colleges and Universities (HBCU) and Minority Institutions (MI), although not small businesses per se, represent a special focus group for federal procurements. HBCU/MI organizations having the capability to support NAVSEA warfare center requirements are invited to register as small businesses.
