Description
FISC Norfolk Detachment Philadelphia intends to procure 1250 tons of Silica Sand for the Norfolk Naval Foundry and Propeller Center Philadelphia Detachment. Requests for Quotation (RFQ) N00140-05-Q-7820 contemplates a fixed price Indefinite Delivery, Indefinite Quantity type purchase order. Delivery of Services is required in January 2005. This is a combined synopsis/solicitation for commercial items prepared in accordance with Simplified Acquisition Procedures. This announcement constitutes the only solicitation; proposals being requested and a written solicitation will not be issued. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be access in full text at theses addresses: www.arnet.gov/far and www.dtic.mil/dfars. The NAICS Code is 212321. It is requested that qualified sources capable of providing services for line item number. (CLIN):CLIN 0001: SILICA SAND I/A/W SPECIFICATIONS FOR COARSE GRAIN AND MEDIUM GRAIN SILICA SAND. CONTRACT REQUIRED FOR 1 YEAR. Foundry sand testing shall be performed in accordance with ?AFS procedure 1105-00-S, sieve analysis (particle size determination of sand). ? At least three sieves shall contain 10 percent or more of the total amount of sand tested. 2. Grain fineness shall be calculated in accordance with AFS procedure 1106-00-S, grain fineness number, AFS GFN, calculation. 3. The grain fineness test report shall contain the following information at a minimum name of company providing the sand, name of company testing the sand if different from the company providing company, contract number, sample test date, sand weight, percent of sand retained (AFS procedure 1105-00-S) AFS grain fineness number (GFN) for the sample (AFS procedure 1106-00-S) number of sieves containing 10 percent or more of the total amount of sand tested signature of person performing test THE CONTRACT WITH THE VENDOR SHALL SPECIFY THAT THE VENDOR PROVIDE A CERTIFIED SIEVE ANALYSIS OF THE SAND FROM EACH TRUCK LOAD AT TIME OF DELIVERY. THE DRIVER MUST PRESENT CERTIFIED ANALYSIS TO NFPC EMPLOYEE (C1420Q OR DESIGNATED PERSONNEL) FOR ACCEPTANCE PRIOR TO UNLOADING. IF THE DRIVER DOES NOT HAVE PROPER PAPER WORK, A FAXED COPY OF CERTIFICATION FROM VENDOR WOULD BE ACCEPTABLE FOR REVIEW BY C/1420Q (OR DESIGNATED PERSONNEL). ACCEPTANCE WILL BE BASED ON SIEVE ANALYSIS. AFTER ACCEPTANCE OF CERTIFICATION PAPERWORK BY C/1420Q (OR DESIGNATED PERSONNEL), THE SAND CAN BE OFF LOADED. IF CERTIFICATION PAPERS CANNOT BE SECURED FOR ACCEPTANCE, THE SAND WILL NOT BE OFFLOADED INTO THE SILOS. The provision 52.212-1, Instruction to Offerors Commercial Items is applicable to this procurement. Offerors are advised to include complete copy of the provisions at 52.212-5 with their offeror. The clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
