Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquistion is RFQ N00124-05-Q-0109. QUOTES ARE DUE: Quotes shall be received at the Naval War College, ATTN; Kathie A. Curran, Purchasing/Contracting Office (Code 0083), 686 Cushing Road, Newport, Rhode Island 02841 NO LATER THAN 4:30PM ET, 6 January 2005. E-mail submissions will be accepted at currank@nwc.navy.mil or fax at (401) 841-3567. Quotes shall include: (1) letter signed by an individual authorized to bind the organization, with a schedule of offered items to include unit and total price, (2) completed Representations and Certifications, (3) acknowledgement of any amendments that may be issued, and (4) past performance information. Any amendments that may be issued will be published in the FBO, the same as the combined synopsis/solicitation. The incorporated provisions and clauses are those in effect through Federals Acquisition Circular 01-25. The associated North American Industry Classification System Code (NAICS) is 541430. The Naval War College intends to award a Firm-Fixed Price Level of Effort (FFP-LOE) award for Graphic Design Services as provided by the below Statement of Work. The evaluation factors used to evaluate ofers are Cost/Price; Experience; Past Performance and Technical Approach. The Government considers Experience/Past Performance and Technical Approach to be more important than price. However, the government will not select an offeror for award on the basis of relatively superior capability without concern for cost/price. The relative impact the Experience/Past Performance, Technical Approach and price will have on the source selection decision will depend, in part, on the degree of differences amoung the competing offerors. STATEMENT OF WORK: Naval War College Newport, Rhode Island Naval War College Press, Code 32, Founders Hall, Statement of Work For Graphic Design Consultant-Applies to Base year and all option periods 1. Scope-This document defines the graphic-design support requirements related to Naval War College Press publications: the Naval War College Review, Newport Papers, Occasional Books, Historical Monographs, books published in support of other departments of the Center for Naval Warfare Studies, and other publications that may arise. 2. Requirements-The Contractor shall act as a Graphic Design Consultant, assisting the Managing Editor of the Naval War College Press in the typographical and graphic design, composition, production, and distribution, as appropriate, of publications originated by the NWC Press or, at the direction of the Dean of Naval Warfare Studies, other CNWS departments. Under the guidance of the Editor, the Graphic Design Consultant will work in four major areas: (a) When requested, advise NWC Press copyeditors and, through NWC Press personnel, compositor personnel, on matters arising in the preparation of documents already designed. (b) Prepare upon request of the Editor, for the approval of the Editor and the Dean of Naval Warfare Studies, as appropriate, designs for new or existing categories of publications to maintain or increase the graphic consistency and recognition value of printed departmental products. (c) Participate, upon request, in the on-press inspection of printed materials, advising the Editor as to their ?goodness of fit? and on possible means of correcting deficiencies prior to their acceptance by the Government. (d) Conduct, as requested by the Press, searches for appropriate art for such purposes as covers, endpapers, frontispieces, or illustrations, identifying any rights holders and, as requested, obtaining necessary permissions. (e) Complete, in conjunction with the Press staff, a conceptual and functional design for a new NWC Press website (to be coded, posted, maintained, and updated by NWC resources), and thereafter provide, upon request, advice, information, and other support for its implementation, maintenance, and routine updating. (f) Provide, on request, advice and expertise on other graphics or design related issues as deemed appropriate by the Editor or the Dean of CNWS. 3. Project Development and Coordination-The above functions require extensive formal training and professional experience in the fields of graphic design, art editing, composition and page making, the printing industry, quality control, and the distribution of printed materials. It also requires an up-to-date knowledge of all software-based processes involved, especially as relates to the delivery of designs and the preparation of materials for press, and to the posting of functional sites on the World Wide Web. The Graphic Design Consultant works closely with the Editor and staff of the Naval War College Press, interacts with authors (faculty members and researchers) within CNWS, and, by the arrangement and under the oversight of staff members of the NWC Press, with other contractor personnel involved in printing projects (e.g., compositors, printing firms, distribution houses). The Graphic Design Consultant requires a proven ability to grasp the general requirements and intentions for design and publication projects, transform them into specific design elements, and explain both recommendations and options to the Editor and Dean as appropriate, as well as to provide specific technical advice to staff. 4. Task Assignment Relationships-The Graphic Design Consultant undertakes new projects by the request of the Editor of the Naval War College Press. Routine coordination of ongoing projects is conducted with appropriate staff members of the Press. Interaction with other involved contractor personnel is conducted by the arrangement of and under the oversight of Press staff members. All deliverables become property of the U.S. government upon acceptance. 5. Travel-Occasional trips accompanying Press representations for on-site press inspections will be required. All such trips will be completed within the working hours of single days. No distant/overnight travel will be required. Mileage charge will be reimbursed by the ordering agency at the current JTR prevailing rate in effect at the time the travel occurs. Copies of receipts and other documentation concerning such charges will be maintained and available for audit.6. Security Clearance-No security clearance is required. All Naval War College Press publications are UNCLASSIFIED. 7. Period of Performance Base Period: 1 February 2005 - 30 January 2006--Estimated level of effort 300 hours Option 1:1 February 2006 ? 30 January 2007 -- Estimated level of effort 300 hours Option 2:1 February 2007 ? 30 May 2007-- Estimated level of effort 100 hours 8. Place of Performance Place of Performance will primarily be at the contractor?s location. With occasional visits as described in paragraph 5 above. 9. Level of Effort-The estimated level of effort for the base year is 300 hours. Option 1 will be 300 hours and Option 2 will be 100 hours. The total duration of this contract , including the exercise of any opitons under clasue 52.217-9, shall not exceed 28 months. Evaluation: The Government will award a Firm-Fixed Priced Purchase Order resulting from this RFQ to the responsible offeror whose quotation represents the Best Value to the government, price and other factors considered. The following Factors shall be used to evaluate offers.Evaluation Factors: (1) Cost/Price Cost and pricing data will be broken down by, Labor (labor category, hourly wage and number of hours) Travel (number of trips, number of personnel on travel, duration, G&A and other related costs, if applicable). Other Direct Costs, (complete break down of ODC's, if applicable) (2)Experience (3) Past Performance Contractor to provide past performance data on same or similar work from three previous contracts. For confirmation of data the contractor will provide points of contact and phone numbers. Offerors lacking relevant past performance will receive a neutral rating. (4) Technical Approach- The extent to which the proposal demonstrates a sound technical approach. (a) The degree to which the proposal demonstrates the Offeror?s ability to provide support which ensures continuous and total performance, successful and timely completion of tasks and product quality and usefulness including: staff organization and approach to assigned tasks, management procedures to ensure timely and quality products, monthly reporting requirements, internal review procedures, handling of action items and personnel training, procedures/policies to minimize labor and travel cost while placing maximum emphasis on personnel retention to control overall costs.
